A RESOLUTION TO SET A PUBLIC HEARING ON DECEMBER 16,
2003, TO CONSIDER AN ORDINANCE AUTHORIZING THE
ISSUANCE OF SEWER REVENUE BONDS FOR THE PURPOSE OF
FINANCING THE CONSTRUCTION OF IMPROVEMENTS AND
ADDITIONS TO THE ADAMS FIELD WASTEWATER
TREATMENT PLANT; AND FOR OTHER PURPOSES
WHEREAS, the City of Little Rock, Arkansas (the "City") owns a Sewer System,
which is operated by the Sewer Committee of the City (the "Committee "); and
WHEREAS, the Committee has determined that the construction of improvements
and additions to the Adams Field Wastewater Treatment Plant is necessary in order for the
Little Rock Wastewater Utility to provide quality sanitary sewer service to the City and its
inhabitants; and
WHEREAS, additionally, on January 13, 2000, the Sierra Club filed a lawsuit against
the Committee alleging violations of the Committee's two National Pollutant Discharge
Elimination System ( "NPDES") permits and the Clean Water Act regarding sanitary sewer
overflows occurring within the Sewer System; and
WHEREAS, on September 12, 2001, the Committee and the Sierra Club entered into
a Settlement Agreement whereby the Committee agreed to address and correct sanitary
sewer overflows occurring within the System; and
WHEREAS, the issuance of sewer revenue bonds for the purpose of financing the
construction of improvements and additions to the Adams Field Wastewater Treatment
Plant will assist the Committee in its compliance with the
Club Settlement Agreement.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
Section 1. That December 16, 2003, at 6:00 p.m. shall be the date and time for a
public hearing to consider an Ordinance authorizing the issuance of up to $23,100,000 in
principal amount of Sewer Revenue Bonds, Series 2004A for the purpose of financing the
construction of improvements and additions to the Adams Field Wastewater Treatment
Plant.
