2 A RESOLUTION EXTENDING THE INTERLOCAL
3 AGREEMENT BETWEEN THE CITY OF LITTLE ROCK,
4 ARKANSAS AND THE CITY OF SHERIDAN, ARKANSAS,
5 GRANTING THE LITTLE ROCK AMBULANCE AUTHORITY
6 ( "LRAA ") D /B /A METROPOLITAN EMERGENCY MEDICAL
7 SERVICES ( "MEMS ") -AN EXCLUSIVE FRANCHISE TO
8 PROVIDE AMBULANCE SERVICES TO THE CITY OF
9 SHERIDAN, ARKANSAS; AND FOR OTHER PURPOSES.
10 WHEREAS, the Little Rock Ambulance Authority ( "LRAA "), d/b /a
11 Metropolitan Emergency Medical Services ( "MEMS ") has operated pursuant to
12 an exclusive franchise to provide all ambulances services (emergency and non-
13 emergency) to the city of Sheridan per interlocal agreement between the cities of
14 Little Rock and Sheridan, and
15 WHEREAS, the Cities of Little Rock and Sheridan wish to extend said
16 interlocal agreement to continue such exclusive franchise for ambulance services
17 to the City of Sheridan, and
18 WHEREAS, MEMS has represented to this Board that it has the capability
19 and resources to provide such service without increasing expenses or rates for
20 Little Rock citizens, and
21 WHEREAS, this Board believes that it is beneficial to continue to have
22 MEMS provide ambulance services to the City of Sheridan and thereby promote
23 the health and welfare of the citizens of Little Rock and Sheridan, and

1 WHEREAS, the delivery of ambulance services (emergency and non -
2 emergency) to Sheridan will enhance MEMS' financial soundness and increase
3 its ability to deliver high - quality emergency medical services to all citizens.
4 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
5 DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS:
6 Section 1. The Board hereby authorizes a three (3) year extension of the
7 interlocal agreement between the City of Little Rock and the City of Sheridan
8 granting MEMS an exclusive franchise to provide ambulance services
9 (emergency and non - emergency) to the City of Sheridan.
10 Section 2. For purposes of this resolution, the term "ambulance services"
11 shall include the transportation and care provided the critically ill or injured
12 prior to arrival at a medical facility and within a medical facility subject to the
13 individual approval of the medical staff and governing board of that facility, and
14 further the transport to or from medical facilities including but not limited to
15 hospitals, nursing homes, physician's offices, and other health care facilities, of
16 persons who are infirm or injured and who are transported in a reclining
17 position or who are ill but considered to be non - emergency in status and who
18 request ambulance transportation.
19 Section 3. Severability. In the event any portion of this resolution is
20 declared or adjudged to be invalid or unconstitutional, such declaration or
21 adjudication shall not affect the remaining portions of this resolution, which shall
22 remain in full force and effect as if the portion so declared or adjudged invalid or
23 unconstitutional was not originally a part of this resolution.

1 Section 4. Repealer. All ordinances and resolutions, and parts thereof,
2 which are in conflict with any provision of this resolution are hereby repealed to
3 the extent of such conflict.
