3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH EAST - HARDING CONSTRUCTION
5 COMPANY TO BUILD A MUNICIPAL PARKING GARAGE; AND
6 FOR OTHER PURPOSES.

8 WHEREAS, the City intends to issue up to fourteen million dollars ($14,000,000.00) in
9 City of Little Rock, Arkansas, City of Little Rock, Arkansas, Capital Improvement and
10 Refinancing Bonds Downtown Parking Projects (Series 2003), and
11 WHEREAS, pursuant to RFP No. 02 -023 the City solicited competitive bids for the
12 construction of a municipal parking deck in the River Market area to be financed with the
13 proceeds from this intended bond issue, and
14 WHEREAS, of the four qualified bids received it was determined on April 29, 2003, that
15 East- Harding, Inc., had provided the lowest responsible and responsive bid,
16 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
17 CITY OF LITTLE ROCK, ARKANSAS:
18 Section 1. The City Manager is authorized to enter into a contract with East -
19 Harding Construction Company, Inc., in an amount not to exceed five million seven hundred
20 and sixty -two thousand three hundred dollars ($5,762,300.00), to construct a municipal parking
21 garage in the River Market area.
22 Section 2. Funds for this project will be available from bond proceeds of an
23 Amendment 65 revenue bond to be issued for capital improvements to, and the refinancing of,
24 downtown parking projects.
25 Section 3. Severability. In the event any title, section, paragraph, item, sentence,
26 clause, phrase, or word of this resolution is declared or adjudged to be invalid or
27 unconstitutional, such declaration or adjudication shall not affect the remaining portions of the

resolution which shall remain in full force and effect as if the portion so declared or adjudged
invalid or unconstitutional was not originally a part of the resolution.
Section 4. Repealer. All laws and parts of laws inconsistent with the provisions of
this resolution are hereby repealed to the extent of such inconsistency.
