3 A RESOLUTION AWARDING A CONTRACT TO TOWNSHIP
4 BUILDERS, INC. FOR STREETSCAPING IMPROVEMENTS ALONG
5 3RD AND COMMERCE STREETS; AND FOR OTHER PURPOSES.

7 WHEREAS, streetscape improvements are needed along the south side of 3rd
8 Street from Commerce to Ferry Street and along the east side of Commerce Street
9 between 3rd and 41h Streets to improve safety and enhance pedestrian access, and
10 WHEREAS, the City of Little Rock received bids under Bid #03 -220 for the
11 construction of streetscape improvements to said area, and
12 WHEREAS, the lowest responsible and responsive bid meeting minimum
13 specifications was received from Township Builders, Inc., in an amount not to exceed
14 Four Hundred Ninety-five Thousand, Nine Hundred Eighty-five and 60/100 Dollars
15 ($495,985.60), representing Four Hundred Fifty Thousand, Eight Hundred Ninety-six
16 and no /100 Dollars ($450,896.00) plus 10% contingencies, for the construction of
17 streetscaping improvements on 3rd Street between Commerce and Ferry Streets and
18 along Commerce Street from 3rd Street to 4th Street.
19 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
20 CITY OF LITTLE ROCK, ARKANSAS:
21 Section 1. The City Manager is hereby authorized to award a contract and
22 execute an agreement with Township Builders, Inc. in an amount not to exceed
23 $495,985.60 ($450,896 plus 10% contingencies) for the construction of streetscaping
24 improvements on 3rd Street between Commerce and Ferry Streets and along Commerce
25 Street from 3rd Street to 4th Streets.

1 Section 2. Funding for the project is a combination of federal and local funds
2 with 20% from City of Little Rock bond fund interest earnings and 80% from a grant
3 from the Federal Transit Authority, administered through Central Arkansas Transit.
4 Section 3. Severability. In the event any title, section, paragraph, item, sentence,
5 clause, phrase, or word of this resolution is declared or adjudged to be invalid or
6 unconstitutional, such declaration or adjudication shall not affect the remaining
7 portions of the resolution which shall remain in full force and effect as if the portion so
8 declared or adjudged invalid or unconstitutional was not originally a part of the
9 resolution.
10 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that
11 are inconsistent with the provisions of this resolution, are hereby repealed to the extent
12 of such inconsistency.
13 Section 3. This resolution will be in full force and effect from and after the date
14 of its adoption.
