114970 1 RESOLUTION NO. 11,497 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO 4 ENTER INTO A CONTRACT WITH WASTE MANAGEMENT 5 OF ARKANSAS TO PROVIDE FOR CURBSIDE RECYCLING 6 FOR SOLID WASTE CUSTOMERS UNDER AN AGREEMENT 7 WITH PULASKI COUNTY REGIONAL SOLID WASTE 8 MANAGEMENT DISTRICT; AND FOR OTHER PURPOSES. G7 10 WHEREAS, the City of Little Rock entered into an agreement with the Pulaski 11 County Regional Solid Waste Management District (PSRWMD) beginning on May 6, 12 1995, for a period of seven (7) years, to contract with Waste Management of Arkansas to 13 provide curbside recycling for all solid waste customers, and 14 WHEREAS, only two bids were received in response to a request for proposal 15 (RFP) issued by the PCRSWMD on October 21, 2002, and the PCRSWMD has 16 recommended issuing the contract to Waste Management of Arkansas, the low bidder. 17 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF 18 THE CITY OF LITTLE ROCK, ARKANSAS: 19 Section 1. The Board of Directors hereby authorizes the City Manager to enter 20 into a seven (7) year contract, beginning May 6, 2003, with Waste Management of 21 Arkansas to provide curbside recycling for approximately 55,000 solid waste customers, 22 at a cost of $1.80 per month per residential customer for the first twelve months of the 23 contract. 24 Section 2. Funds for this purchase are allocated in the Solid Waste Collections 25 Account #603 - 220 - 2110 -6081. [PAGE 1 OF 21 Resolution Authorize Co oran with Waste Management of Arkansas 0 0 1 Section 3. Severability. In the event any title, section, paragraph, item, sentence, 2 clause, phrase, or word of this resolution is declared or adjudged to be invalid or 3 unconstitutional, such declaration or adjudication shall not affect the remaining 4 portions of the resolution which shall remain in full force and effect as if the portion so 5 declared or adjudged invalid or unconstitutional was not originally a part of the 6 resolution. 7 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that 8 are inconsistent with the provisions of this resolution, are hereby repealed to the extent 9 of such inconsistency. 10 Section 5.
