114840 0 1 RESOLUTION NO. 11,484 2 3 A RESOLUTION AUTHORIZING THE CITY MANAGER TO 4 EXECUTE A CONTRACT WITH JAMALLIAH REHEIM AS 5 PART OF THE TORNADO DISASTER REBUILD TARGETED 6 NEIGHBORHOOD ENHANCEMENT PLAN TO RENOVATE A 7 SINGLE FAMILY RESIDENCE AT 2015 WEST 29TH STREET IN 8 THE APPROVED TORNADO DISASTER REBUILD TNEP 9 AREA. 10 11 WHEREAS, the City has been granted authority to contract with owners of 12 property to agree to live in residential dwellings in targeted neighborhoods for a period 13 of five (5) years, and to use the consideration for such agreements to construct or 14 rehabilitate residential structures in an effort to recapture or rehabilitate neighborhoods 15 that have become urban blight, or that could become an area of blight if such actions are 16 not taken, and 17 WHEREAS, pursuant to the authority of Act 320 of 1997 (codified as Ark. Code 18 Ann. §§ 14- 169 -1101 to 1108 (Michie Repl. 1998), as may be amended) (hereinafter 19 referred to as "the Act "), the City Board of Directors has completed the process and 20 determined that this area in the City qualifies as a targeted neighborhood as defined by 21 the Act, and 22 WHEREAS, after fulfillment of the statutory requirements to do so, the City 23 adopted Little Rock, Ark., Ordinance No. 18,387 (November 14, 2000), and designated 24 this portion of the City as the Tornado Area Disaster Rebuild Targeted Neighborhood 25 Enhancement Plan area (hereinafter referred to as the "Tornado Area TNEP "), and 1 K 3 4 5 6 7 8 9 i 0 WHEREAS, the Owner, Jamalliah Reheim, has submitted an appropriate application to contract with the City to provide an owner occupied residential structure within the boundaries of the Tornado Area TNEP in the amount of NINE THOUSAND THREE HUNDRED NINETY -TWO and no /100 DOLLARS ($9,392.00), and WHEREAS, the City desires to contract with the Owner pursuant to the Tornado Area TNEP program, and the Owner desires to assure the residency requirements of the TNEP program are met so this neighborhood can be recaptured and a meaningful residential area can be developed, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF 10 THE CITY OF LITTLE ROCK ARKANSAS: 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 Section 1. The City Manager is authorized to execute a contract with Jamalliah Reheim for the renovation of the residence at 2015 West 29th Street in the approved Tornado Area TNEP. Section 2. This action authorizes a $9,392.00 contract between the City of Little Rock and Jamalliah Reheim to support renovation activities at 2015 West 29th Street in the Tornado Area TNEP. Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of the resolution which shall remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the resolution. Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent with the provisions of this resolution are hereby repealed to the extent of such inconsistency.
