114710 1 RESOLUTION 11,471 4 3 A RESOLUTION TO ENDORSE A STUDY BY UALR OF THE 4 CENTRAL ARKANSAS TRANSIT; AND FOR OTHER PURPOSES. 6 WHEREAS, the City of Little Rock, Pulaski County, and the other municipal 7 governments within the County, pursuant to various interlocal agreements, established 8 the Central Arkansas Transit Authority (CATA) as a public transit corporation, and 9 WHEREAS, after sixteen years of operation in this format, the CATA participating 10 jurisdictions want a comprehensive review of CATA operations, financing and 11 governance, and, 12 WHEREAS, the University of Arkansas at Little Rock has conducted similar studies 13 of regional issues, including the Central Arkansas Water study, the Saline County Water 14 study, and the Little Rock School District study, 15 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF 16 THE CITY OF LITTLE ROCK, ARKANSAS: 17 Section 1. The City joins in the request that the University of Arkansas at Little 18 Rock conduct a study of the Central Arkansas Transit Authority: 19 (A) To determine what would constitute the optimal regional transit system for 20 central Arkansas; 21 (B) To determine the cost for such service that would keep it as an affordable 22 commodity; 23 (C) To establish minimum standards for bus service in the central Arkansas area; 24 (D) To outline regional financing mechanisms for public transit services; 25 (E) To discuss a phased development for such a system, and the implementation 26 of any financing mechanisms; [PAGE 1 OF 2] Resolution To Endorse Study by UALR of CAT 0 1 (F) To outline the best governance mechanism for a regional public transit 2 system; 3 (G) To identify any financial, or other, commitments made by the county and 4 municipal governments in the area as a result of the current CATA system; 5 (H) To discuss any other relevant issues as determined by the Task Force during 6 the study. 7 Section 2. The Board of Directors, City Manager, the Director of Finance & 8 Treasurer, and any other appropriate City officials or representatives of the City of Little 9 Rock, Arkansas, are directed to cooperate with the study, and to provide any input and 10 information requested by UALR during the course of the study. 11 Section 3. Severability. In the event any title, section, paragraph, item, sentence, 12 clause, phrase, or word of this resolution is declared or adjudged to be invalid or 13 unconstitutional, such declaration or adjudication shall not affect the remaining portions 14 of the resolution which shall remain in full force and effect as if the portion so declared or 15 adjudged invalid or unconstitutional was not originally a part of the resolution. 16 Section 4. Repealer.
