3 A RESOLUTION TO SET MARCH 18, 2003, AS THE DATE FOR A PUBLIC
4 HEARING ON WHETHER TO ESTABLISH A LITTLE ROCK
5 REDEVELOPMENT DISTRICT IN SOUTHWEST LITTLE ROCK AS PART OF A
6 PROJECT TO ENABLE BASS PRO SHOPS TO LOCATE IN LITTLE ROCK,
7 ARKANSAS; TO DESCRIBE THE BOUNDARIES FOR THIS PROPOSED
8 REDEVELOPMENT DISTRICT; AND FOR OTHER PURPOSES.

10 WHEREAS, pursuant to Amendment 78 to the Arkansas Constitution, and pursuant to
11 Act 1197 of 2001, the City has the authority to create a redevelopment district within the City,
12 and if necessary to permit the use of tax increment financing programs to help fund the
13 redevelopment district, and
14 WHEREAS, before such a district can be created a public hearing must beheld no
15 sooner than fifteen (15) days after the announcement of the public hearing, and
16 WHEREAS, a project has been suggested which would enable Bass Pro Shops to locate
17 in southwest Little Rock, and would also create a cooperative effort with the Arkansas Game &
18 Fish Foundation, and
19 WHEREAS, the City Board of Directors wishes to encourage a full and robust discussion
20 of this proposed project,
21 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
22 CITY OF LITTLE ROCK, ARKANSAS;
23 Section 1. The Board of Directors sets a public hearing for Tuesday, March 18, 2003,
24 at 6:00 P.M., or as soon as possible as this agenda item can be reached during the meeting of that
25 date, to discuss a proposed ordinance to create a redevelopment district in southwest Little
26 Rock, Arkansas, which is currently denominated Little Rock Redevelopment District No.
27 and all persons interested in this creation of this district are invited to attend and make their
28 comments known.

1 Section 2. The boundaries of the proposed redevelopment district are those set forth
2 in Exhibit A to this resolution.
3 Section 3. The graphic depiction of this proposed project is that set forth in Exhibit B
4 to this resolution.
5 Section 4. The City Clerk is directed to publish notice of this hearing as required by
6 state law, and to further assure that notice is published on the City cable television channel, and
7 to the extent possible on the City's internet website, with a copy of Exhibit B available for
8 viewing.
9 Section 5. The City Manager and City Clerk are directed to send a copy of this
10 resolution, with the attached exhibits, to the Little Rock School District, the Pulaski County
11 School District, and to all the chief executive officers of all local governmental and taxing
12 entities having the power to levy taxes on the property located within the proposed
13 redevelopment district.
14 Section 6. Severability. In the event any title, section, paragraph, item, sentence,
15 clause, phrase, or word of this resolution is declared or adjudged to be invalid or
16 unconstitutional, such declaration or adjudication shall not affect the remaining portions of the
17 resolution which shall remain in full force and effect as if the portion so declared or adjudged
18 invalid or unconstitutional was not originally a part of the resolution.
19 Section 5. Repealer. All laws and parts of laws are hereby repealed to the extent of
20 such inconsistency.
