114380 0 1 RESOLUTION NO. 11,438 2 3 A RESOLUTION TO AUTHORIZE THE CITY 4 MANAGER TO ENTER INTO AN AGREEMENT 5 WITH LITTLE ROCK COMMUNITY MENTAL 6 HEALTH CENTER, INC. FOR THE USE OF UNITED 7 STATES DEPARTMENT OF HEALTH AND HUMAN 8 SERVICES FUNDS REGARDING GRANT 9 ACTIVITIES AND SERVICES RELATIVE TO THE 10 JAIL DIVERSION, CRISIS INTERVENTION 11 TRAINING PROGRAM; AND FOR OTHER 12 PURPOSES. 13 14 WHEREAS, on September 30, 2001, the Little Rock Police Department was awarded a 15 $423,480 federal grant from the United States Department of Health and Human Services 16 ( "HHS ") to fund a Police -Based Jail Diversion and Crisis Intervention Team program, and 17 WHEREAS, in the application for this federal grant, the City partnered with the 18 University of Arkansas for Medical Sciences - Centers for Mental Health Research 19 ( "CeMHOR "), Little Rock Community Mental Health Center, Inc., and the National Alliance 20 for the Mentally Ill ( "NAMP) on the program titled "Jail Diversion, Crisis Intervention 21 Training" ( "Program "), and 22 WHEREAS, through this partnership, the Police and Consumers Together in Little Rock 23 ( "PACT -LR ") coalition was formed between the City and its partnering agencies, and 24 WHEREAS, this Program was approved by HHS for funding consistent with the 25 proposals described in the grant application by the PACT -LR coalition, and 26 WHEREAS, the objectives of this Program are to decrease the criminalization of 27 persons with mental illness in Little Rock and to improve the safety and clinical outcomes of 28 interactions between consumers and the police in Little Rock, and 29 WHEREAS, the goal of "Jail Diversion" of the mentally ill is to be achieved through 30 development and implementation of a Crisis Intervention Site to coordinate access to acute [Page 1 of 3] Resolution Little Rock Police Deparnnent HHS Grant 0 0 1 mental healthcare for the Little Rock Police Department and the development of a Crisis 2 Intervention Team within the Little Rock Police Department, and 3 WHEREAS, this Program supports local services expansion in non - mental health 4 settings for targeted groups in need of improved mental health services, 5 WHEREAS, Little Rock Community Mental Health Center, Inc. will provide psychiatric 6 services relative to the Program, services for the Crisis Intervention Site component of the 7 Program, and a professional Crisis Response Worker Site Supervisor and Crisis Response 8 Workers. 9 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF 10 THE CITY OF LITTLE ROCK, ARKANSAS: 11 Section 1. The City Manager is hereby authorized to enter into an Agreement with 12 Little Rock Community Mental Health Center, Inc. in an amount up to $220,940 for the use of 13 HHS funds regarding grant application activities and services relative to the Program consisting 14 of psychiatric services, services for the Crisis Intervention Site component of the Program, and a 15 professional Crisis Response Worker Site Supervisor and Crisis Response Workers. 16 Section 2. Severability. In the event any section, subsection, subdivision, paragraph, 17 subparagraph, item, sentence, clause, phrase, or word of this resolution is declared or adjudged 18 to be invalid or unconstitutional, such declaration or adjudication shall not affect the remaining 19 provisions of this resolution, as if such invalid or unconstitutional provision was not originally a 20 part of this resolution. 21 Section 3. Repealer. All ordinances, resolutions, bylaws, and other matters 22 inconsistent with this resolution are hereby repealed to the extent of such inconsistency. 23 Section 4.
