114070 0 1 RESOLUTION NO. 11.407 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO 4 EXTEND THE CONTRACT FOR EMPLOYEE DENTAL 5 INSURANCE FOR AN ADDITIONAL YEAR, AND FOR OTHER 6 PURPOSES. 7 8 WHEREAS, in September, 2002, a Request for Proposal for employee dental insurance 9 coverage was issued, and 10 WHEREAS, all Requests for Proposals issued by the Human Resources Department 11 included extensive questionnaires used to compare coverage and the organization submitting 12 proposals, and 13 WHEREAS, the initial analysis of those proposals shows clearly that the incumbent 14 carrier, Delta Dental Plan of Arkansas, has a far more extensive network of participating 15 physicians than any other option, approximately two - thirds more than the nearest competitor, 16 and 17 WHEREAS, additional factors noted in that analysis of the proposals emphasized the 18 superiority of the Delta Dental proposal, and 19 WHEREAS, the premium rates offered by Delta Dental Plan of Arkansas for the initial 20 coverage year are not the lowest premium rates offered. However, the extensive network and 21 additional flexibility offered to the employees and longer term rate stability significantly 22 enhances the value offered by Delta Dental, 23 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE 24 CITY OF LITTLE ROCK, ARKANSAS: 25 Section 1. The City Manager is authorized to extend for the year 2003 an agreement 26 with Delta Dental Plan of Arkansas to provide dental insurance coverage for eligible City 27 employees for an increase in the premium not to exceed 4.8 %. 28 Resolution [PACE 1 OF 21 Dental Insurance Contract 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 11 0 Section 2. The City Manager is authorized, if deemed in the best interests of the City, to extend this contract for a period of one year in accordance with the terms set forth in Delta Dental's September, 2002, proposal. Section 2. Funds for the cost of this coverage will be included as a line item in the 2003 City budget. Section 3. Severability. In the event any portion of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of this ordinance, which shall remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of this ordinance. Section 4. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with any provision of this ordinance are hereby repealed to the extent of such conflict.
