A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO
ENTER INTO A CONTRACT WITH ARKANSAS BLUE CROSS-
BLUE SHIELD; AND FOR OTHER PURPOSES.
WHEREAS, in September, 2002, a Request for Proposal was issued to select a health care
coverage provider for the fiscal year beginning January 1, 2003, and
WHEREAS, after the proposals were submitted, the City staff analyzed the various
proposals and determined that the proposal submitted by Arkansas Blue Cross -Blue Shield
provides the best combination of coverage for employees, network of contracted providers and
premium rates for both the City and its covered employees.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
CITY OF LITTLE ROCK, ARKANSAS:
Section 1. The City Manager is authorized to enter into a contract for the year 2003
with Arkansas Blue Cross -Blue Shield to provide health care coverage and health insurance
benefit plans for City employees, and to make such coverage available to certain eligible retirees
and dependants, as set forth on Exhibit A to this resolution.
19 Section 2. Funds for the cost of the employee coverage, and a portion of the

dependent coverage, will be included as a line item in the 2003 City budget.
Section 3. Severability. In the event any portion of this ordinance is declared or
adjudged to be invalid or unconstitutional, such declaration or adjudication shall not affect the
remaining portions of this ordinance, which shall remain in full force and effect as if the portion
so declared or adjudged invalid or unconstitutional was not originally a part of this ordinance.
Section 4. Repealer. All ordinances and resolutions, and parts thereof, which are in
conflict with any provision of this ordinance are hereby repealed to the extent of such conflict.
