3 A RESOLUTION TO AUTHORIZE A CONTRACT WITH
4 CONTROLLED ENVIRONMENTAL SOLUTIONS TO ABATE
5 HAZARDOUS MATERIALS IN THE MOSAIC TEMPLARS
6 BUILDING; AND FOR OTHER PURPOSES.

8 WHEREAS, in 1993, the City of Little Rock acquired the Mosaic Templars Building at
9 the corner of Ninth and Broadway in the City of Little Rock, and
10 WHEREAS, the building has been vacant for many years and has deteriorated
11 substantially and is in dire need of rehabilitation, and
12 WHEREAS, in the last state legislative session, the legislature authorized a fund for the
13 rehabilitation of the Mosaic Templars Building, and
14 WHEREAS, the first step in such rehabilitation is the abatement of hazardous materials
15 including asbestos and other environmental hazards present in the building, and
16 WHEREAS, on October 18, 2002, the City advertised formal Bid No. 02290 to solicit
17 proposals for the abatement of the environmental hazards in the Mosaic Templars Building and
18 the City opened the proposals received on November 1, 2002, and
19 WHEREAS, it has been determined that the firm of Controlled Environmental Solutions
20 submitted the lowest responsible'and responsive bid,
21 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
22 CITY OF LITTLE ROCK, ARKANSAS:
23 Section 1. The City Manager is authorized to enter into an agreement with the firm
24 of Controlled Environmental Solutions of Russellville, Arkansas, in an amount of not to exceed
25 Seventy-eight Thousand, One Hundred Fifty -three Dollars ($78,153.00) for the selected
26 demolition, asbestos removal and remediation of environmental hazards in the Mosaic
27 Templars Building, and to perform other appropriate work associated with such activity.
28 Section 2. Funds for this agreement are available in the Mosaic Templars
29 Redevelopment Account No. 700 - 216- X020 -6081:

1 Section 3. Severability. In the event any portion of this ordinance is declared or
2 adjudged to be invalid or unconstitutional, such declaration or adjudication shall not affect the
3 remaining portions of this ordinance, which shall remain in full force and effect as if the portion
4 so declared or adjudged invalid or unconstitutional was not originally a part of this ordinance.
5 Section 4. Repealer. All ordinances and resolutions, and parts thereof, which are in
6 conflict with any provision of this ordinance are hereby repealed to the extent of such conflict.
