113963 1 2 RESOLUTION NO. 11,396 3 A RESOLUTION TO APPROVE THE 2003 ANNUAL ACTION PLAN FOR 4 CDBG, HOME, AND ESG FUNDS; TO AUTHORIZE THE CITY 5 MANAGER TO SUBMIT THE ACTION PLAN FOR CONSIDERATION 6 BY THE U.S. DEPARTMENT OF HOUSING & URBAN DEVELOPMENT; 7 AND FOR OTHER PURPOSES. 8 9 WHEREAS, the City has access to Community Development Block Grant to (CDBG), HOME, and ESG funds on an annual basis, and 11 WHEREAS, the use of these monies mandates that an action plan be submitted 12 to the U.S. Department of Housing & Urban Development by November 15, 2002, in 13 accordance with Title I of the Cranston - Gonzalez National Affordable Housing Act of 14 1990, and 15 WHEREAS, after extensive public discussion and citizen participation, including 16 neighborhood meetings, and a public hearing, a plan has been developed for 17 submission, 18 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF 19 THE CITY OF LITTLE ROCK, ARKANSAS: 20 Section 1. The City Manager is authorized to submit the 2003 Action Plan for 21 the use of CDBG, HOME, and ESG Entitlement Funds, to the U.S. Department of 22 Housing & Urban Development, by November 15, 2002, in accordance with the 23 provisions of the Cranston - Gonzalez National Affordable Housing Act of 1990. 24 Section 2. The projected uses of these funds were approved by adoption of 25 Little Rock, Ark., Resolution No. 11, 370 (September 3, 2002), as amended. In the event any title, section, paragraph, item, sentence, clause, phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of the resolution which shall remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the resolution. Section 4. Repealer. All resolutions, bylaws, and other matters inconsistent with this resolution are hereby repealed to the extent of such inconsistency including, but not limited to, Little Rock, Ark., Resolution No. 11,370 (September 3, 2002).
