3 A RESOLUTION TO REPEAL LITTLE ROCK POLICE DEPARTMENT
4 GENERAL ORDER 1/7003.00; AND FOR OTHER PURPOSES.

6 WHEREAS, pursuant to Ark. Code Ann. § 14 -51 -303 (Michie Repl. 1998), the Little
7 Rock Civil Service Commission as adopted the required rules and regulations which
8 govern the political activities of uniform personnel, and
9 WHEREAS, the Board of Directors is required to approve, or if necessary to repeal,
10 General Orders of the Little Rock Police Department, and
11 WHEREAS, General Order 1/7003.00, which establishes rules concerning political
12 activities by police officers, is inconsistent with state law and must be repealed, and
13 WHEREAS, the Department of Human Resources, as well as the Little Rock Police
14 Department, were formally notified on this inconsistency in City Attorney Opinion No.
15 2000 -15 (January 26, 2001),
16 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
17 THE CITY OF LITTLE ROCK, ARKANSAS:
18 Section 1. General Order 1/7003.00 of the Little Rock Police Department, which
19 prohibits any member of the Little Rock Police Department from becoming a candidate for
20 nomination or election to any public office, is hereby repealed, and it is noted that this
21 topic is appropriately addressed in chapter 7 of the Rules and Regulations of the Little
22 Rock Civil Service Commission.
23 Section 2. Severability. In the event any title, section, paragraph, item, sentence,
24 clause, phrase, or word of this resolution is declared or adjudged to be invalid or
25 unconstitutional, such declaration or adjudication shall not affect the remaining portions

1 of the resolution which shall remain in full force and effect as if the portion so declared or
2 adjudged invalid or unconstitutional was not originally a part of the resolution.
3 Section 3. Repealer. All ordinances and resolutions are hereby repealed to the
4 extent of such inconsistency.
