3 A RESOLUTION TO AUTHORIZE AN AGREEMENT WITH RISK MANAGEMENT
4 RESOURCES TO PROVIDE WORKERS' COMPENSATION ADMINISTRATIVE
5 SERVICES TO THE CITY; AND FOR OTHER PURPOSES.

7 WHEREAS, the City currently has a contract with Risk Management Resources to provide
8 third -party administrative services for the City's Self- Funded Workers' Compensation program,
9 and
10 WHEREAS, the 1999 request for proposals was ambiguous as to whether the matter could
11 be continued with one year renewals for a period greater than two years, and the Director of
12 Human Resources has certified that another current renewal is consistent with recent amendments
13 to state law and City purchasing policies as to the length of a municipal contract, and
14 WHEREAS, the renewal proposal offers the same administrative services at no increase for
15 the first year, and
16 WHEREAS, the City needs such administrative services for its workers compensation
17 program,
18 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
19 CITY OF LITTLE ROCK, ARKANSAS:
20 Section 1. The City Manager is authorized to enter into an agreement with Risk
21 Management Resources to provide administrative services for the City's self - insured workers'
22 compensation program provided that the contract for the period from July 1, 2002 to June 30, 2003,
23 will not include any increase in cost.
24 Section 2. Funds for this agreement are available in 2002 City Budget line item for
25 Workers' Compensation costs.
26 Section 3. This contract shall not be extended further without a formal competitive
27 selection process in accordance with Arkansas purchasing law, and City purchasing procedures.

Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause,
phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional, such
declaration or adjudication shall not affect the remaining portions of the resolution which shall
remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional
was not originally a part of the resolution.
Section 5. Repealer. All ordinances and resolutions are hereby repealed to the extent of
such inconsistency.
