113020 0 1 RESOLUTION NO. 11,302 2 3 A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A 4 CONTRACT WITH ARNARD CRUMP AS PART OF THE TORNADO 5 DISASTER REBUILD TARGETED NEIGHBORHOOD ENHANCEMENT 6 PLAN TO RENOVATE A SINGLE FAMILY RESIDENCE AT 2206 IZARD 7 STREET IN THE APPROVED TORNADO DISASTER REBUILD TNEP 8 AREA. 9 10 WHEREAS, the City has been granted authority to contract with owners of property to 11 agree to live in residential dwellings in targeted neighborhoods for a period of five (5) years, 12 and to use the consideration for such agreements to construct or rehabilitate residential 13 structures in an effort to recapture or rehabilitate neighborhoods that have become urban blight, 14 or that could become an area of blight if such actions are not taken, and 15 WHEREAS, pursuant to the authority of Act 320 of 1997 (codified as Ark. Code Ann. §§ 16 14- 169 -1101 to 1108 (Michie Repl. 1998), as may be amended) (hereinafter referred to as "the 17 Act "), the City Board of Directors has completed the process and determined that this area in 18 the City qualifies as a targeted neighborhood as defined by the Act, and 19 WHEREAS, after fulfillment of the statutory requirements to do so, the City adopted 20 Little Rock, Ark., Ordinance No. 18,387 (November 14, 2000), and designated this portion of the 21 City as the Tornado Area Disaster Rebuild Targeted Neighborhood Enhancement Plan area 22 (hereinafter referred to as the "Tornado Area TNEP "), and 23 WHEREAS, the Owner, Amard Crump, has submitted an appropriate application to 24 contract with the City to provide an owner occupied residential structure within the boundaries 25 of the Tornado Area TNEP in the amount of ELEVEN THOUSAND THREE HUNDRED 26 NINETY -TWO DOLLARS ($11,392), and 27 WHEREAS, the City desires to contract with the Owner pursuant to the Tornado Area 28 TNEP program, and the Owner desires to assure the residency requirements of the TNEP Crump TNEP Resolution Page I of 2 0 0 1 program are met so this neighborhood can be recaptured and a meaningful residential area can 2 be developed, 3 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE 4 CITY OF LITTLE ROCK ARKANSAS: 5 Section 1. The City Manager is authorized to execute a contract with Arnard Crump for 6 the renovation of the residence at 2206 Izard Street in the approved Tornado Area TNEP. 7 Section 2. This action authorizes a $11,392 contract between the City of Little Rock and 8 Arnard Crump to support renovation activities at 2206 Izard Street in the Tornado Area TNEP. 9 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, 10 phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional, such 11 declaration or adjudication shall not affect the remaining portions of the resolution which shall 12 remain in full force and effect as if the portion so declared or adjudged invalid or 13 unconstitutional was not originally a part of the resolution. 14 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are 15 inconsistent with the provisions of this resolution are hereby repealed to the extent of such 16 inconsistency. 17 Section 5.
