5 INSTITUTE MIDTOWN REPORT.

7 WHEREAS, the City and neighborhood organizations have recognized that the area
8 of the City referred to as Midtown in the ULI Report referenced herein is in need of
9 attention, land use planning and development direction, and
10 WHEREAS, the residents, business owners and other interested persons
I participated in informal meetings for the purpose of gathering information and to discuss
12 and identify concerns and objectives for inclusion in an action plan for Midtown, and
13 WHEREAS, the City contracted with the Urban Land Institute ( "ULI") to assist the
14 City in this endeavor by providing objective advice from highly qualified real estate and
15 land use professionals from around the country, and
16 WHEREAS, following a study of the comments and findings of the citizen groups
17 the ULI Advisory Service panel developed and presented to the various interest groups a
18 set of goals and objectives to enhance the environment of Midtown by promoting the
19 responsible use of land, and
20 WHEREAS, this process resulted in a final plan attached hereto as Attachment A
21 entitled "An Advisory Services Panel Report, Little Rock, Arkansas ", dated April 1 -6, 2001,
22 providing recommendations for the City for both neighborhood based groups and others
23 working in and around the area to advance the objectives of the action plan and meet the
24 needs of the citizens of the City, and
25 WHEREAS, the ULI final plan was presented to the full Planning commission for
26 review and comment and the Commission unanimously supports the visions and goals
27 expressed in the report.

2 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
3 THE CITY OF LITTLE ROCK, ARKANSAS:
4 Section 1. The Board of Directors of the City of Little Rock supports the vision and
5 goals expressed by the ULI Midtown Report attached hereto as Attachment A.
6 Section 2. The Board of Directors hereby directs the City Manager and the
7 Planning and Development Staff, in conjunction with the Planning Commission, to take
8 the implementation steps outlined in the Report and present them to the Board of
9 Directors for approval.
