3 A RESOLUTION TO ESTABLISH A COLLABERATIVE REGIONAL
4 EFFORT FOR THE REDEVELOPMENT OF THE JUNCTION BRIDGE WITH
5 THE DOWNTOWN PARTNERSHIP, THE CITY OF NORTH LITTLE ROCK,
6 ARKANSAS, MAIN STREET ARGENTA, THE PULASKI COUNTY,
7 ARKANSAS, QUORUM COURT, AND THE APPROPRIATE COUNTY
s PUBLIC FACILITIES BOARD; AND FOR OTHER PURPOSES.

10 WHEREAS, the City purchased certain properties from the Union Pacific Railroad,
11 and in the course of the negotiations for these purchases secured the donation of two
12 bridges to the City, and
13 WHEREAS, there has been considerable public discussion about the redevelopment
14 of these bridges either as the use of the old Rock Island Bridge as part of the William
15 Jefferson Clinton Presidential Park, or of the Junction Bridge as part of a downtown
16 development project, and
17 WHEREAS, the Little Rock, North Little Rock, and Pulaski County governments
18 have jointly obtained a grant from the Arkansas State Highway and Transportation
19 Department that must be used for a project of this nature, and
20 WHEREAS, the Pulaski County Quorum Court, and the Pulaski County Judge,
21 have planned to create a public facilities board to operate and maintain at least the
22 Junction Bridge once the redevelopment project is ready to move forward, and

1 WHEREAS, the City of Little Rock wishes to use this regional effort as one to
2 benefit the involved governments and to highlight the way to most successfully pursue
3 such a cooperative effort,
4 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
5 THE CITY OF LITTLE ROCK, ARKANSAS:
6 Section 1. The Board of Directors states its intent to be involved in a regional
7 collaborative effort for the redevelopment of the Junction Bridge as follows:
8 (A) The Little Rock Board of Directors will authorize the Downtown
9 Partnership to convene and lead a collaborative regional effort for the
10 redevelopment of the Junction Bridge if the following occur:
11 (1) The City of North Little Rock adopts a resolution to authorize
12 Main Street Argenta to participate in this regional effort its
13 behalf,
14 (2) The Pulaski County Quorum Court creates a public facilities
15 board dedicated to the redevelopment of bridges, including the
16 Junction Bridge, across the Arkansas River between Little Rock
17 and North Little Rock.
18 (B) The Downtown Partnership, Main Street Argenta, and the County
19 public facilities board, after extensive public input on how best to redevelop these
20 resources, will develop a comprehensive request for proposals for redevelopment
21 opportunities. for the Junction Bridge.
22 (C) The three governments — Little Rock, North Little Rock, and Pulaski
23 County — will continue to work together to coordinate bridge redevelopment
24 processes with the Arkansas State Highway and Transportation Department.

1 (D) The parties understand that ownership of the Junction Bridge, and
2 more particularly the Rock Island Bridge, will remain with the City of Little Rock.
3 Section 2. Severability. In the event any title, section, paragraph, item, sentence,
4 clause, phrase, or word of this resolution is declared or adjudged to be invalid or
5 unconstitutional, such declaration or adjudication shall not affect the remaining portions
6 of the resolution which shall remain in full force and effect as if the portion so declared or
7 adjudged invalid or unconstitutional was not originally a part of the resolution.
8 Section 3. Repealer. All resolutions, bylaws, and other matters inconsistent with
9 this resolution are hereby repealed to the extent of such inconsistency.
