112550 0 1 RESOLUTION NO. 11,255 2 3 A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A 4 CONTRACT WITH RICKY JACKSON AS PART OF THE TORNADO 5 DISASTER REBUILD TARGETED NEIGHBORHOOD ENHANCEMENT PLAN 6 TO RENOVATE A SINGLE FAMILY RESIDENCE AT 3424 SOUTH BATTERY 7 STREET IN THE APPROVED TORNADO DISASTER REBUILD TNEP AREA. r, 9 WHEREAS, the City has been granted authority to contract with owners of property to 10 agree to live in residential dwellings in targeted neighborhoods for a period of five (5) years, 11 and to use the consideration for such agreements to construct or rehabilitate residential 12 structures in an effort to recapture or rehabilitate neighborhoods that have become urban 13 blight, or that could become an area of blight if such actions are not taken, and 14 WHEREAS, pursuant to the authority of Act 320 of 1997 (codified as Ark. Code Ann. §§ 15 14- 169 -1101 to 1108 (Michie Repl. 1998), as may be amended) (hereinafter referred to as "the 16 Act "), the City Board of Directors has completed the process and determined that this area in 17 the City qualifies as a targeted neighborhood as defined by the Act, and 18 WHEREAS, after fulfillment of the statutory requirements to do so, the City adopted 19 Little Rock, Ark., Ordinance No. 18,387 (November 14, 2000), and designated this portion of 20 the City as the Tornado Area Disaster Rebuild Targeted Neighborhood Enhancement Plan area 21 (hereinafter referred to as the "Tornado Area TNEP "), and 22 WHEREAS, the Owner, Ricky Jackson, has submitted an appropriate application to 23 contract with the City to provide an owner occupied residential structure within the boundaries 24 of the Tornado Area TNEP in the amount of NINETEEN THOUSAND TWO HUNDRED 25 SEVENTY DOLLARS ($19,270), and 26 WHEREAS, the City desires to contract with the Owner pursuant to the Tornado Area 27 TNEP program, and the Owner desires to assure the residency requirements of the TNEP 28 program are met so this neighborhood can be recaptured and a meaningful residential area can 29 be developed, 30 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE 31 CITY OF LITTLE ROCK ARKANSAS: Floyd TNEP Resolution Page 1 of 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 rZl 25 26 27 PU 0 0 Section 1. The City Manager is authorized to execute a contract with Ricky Jackson for the renovation of the residence at 3424 South Battery Street in the approved Tornado Area TNEP. Section 2. This action authorizes a $19,270 contract between the City of Little Rock and Ricky Jackson to support renovation activities at 3424 South Battery Street in the Tornado Area TNEP. Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of the resolution which shall remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the resolution. Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent with the provisions of this resolution are hereby repealed to the extent of such inconsistency. Section S. This resolution shall be in full force and effect from and after its adoption.
