112350 0 1 RESOLUTION NO. 11_2_235 2 3 A RESOLUTION OF SUPPORT OF THE "SAFE RIDE" PROGRAM OF 4 GREATER LITTLE ROCK TRANSPORTATION SERVICES; AND FOR 5 OTHER PURPOSES. 6 7 WHEREAS, Greater Little Rock Transportation Services ( "GLRTS ") operates four of the 8 major taxi fleets in the Central Arkansas area, and has established a program co- sponsored with 9 various restaurants, hotels, and establishments which serve alcoholic beverages which helps to 10 avoid potential problems with, and for, patrons who have had a sufficient amount of alcohol to be 11 a potential danger to themselves or others, or to meet or exceed the reduced statutory level of .08% 12 blood alcohol content at which a person can be convicted of driving while intoxicated, and 13 WHEREAS, this program in the Central Arkansas area can also be beneficial to those 14 citizens.of Little Rock who do not, or have not, enjoyed alcoholic beverages, but are drivers or 15 passengers on City streets at the time that someone who has been drinking attempts to go home, 16 and 17 WHEREAS, the City has an aggressive history of encouraging its citizens and visitors to 18 patronize the hospitality industry within the City, but also enjoys an aggressive enforcement 19 history against persons who drive while intoxicated, and 20 WHEREAS, this program accommodates both of these interests by setting up a system by 21 which GLRTS works with restaurants, hotels, and establishments which sell alcoholic beverages to 22 assure that patrons at risk can receive a free ride home in a GLRTS taxi cab, thereby eliminating 23 any threat to themselves and others, and further eliminating concerns about violation of the law, 24 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE 25 CITY OF LITTLE ROCK, ARKANSAS: [PAGE 1 OF 2] Resolution Endorsement of "Safe Ride" program G I Section 1. The Board endorses the concept and the program designated the "Safe Ride' 2 program as designed and developed by GLRTS, and further directs the City Manager to encourage 3 the various City departments, and employees, to cooperate with GLRTS, and co- sponsoring 4 establishments, in order to promote a widespread implementation of the program. 5 Section 2. The Board encourages the full support and cooperation of the Little Rock 6 Advertising & Promotion Commission, as it operates through the Little Rock Convention and 7 Visitors Bureau, to cooperate with the implementation of the "Safe Ride" program. 8 Section 3. The Board encourages the Arkansas Hospitality Association, and the Greater 9 Little Rock Chamber of Commerce, to consider this endorsement, and to encourage their members 10 to participate in, and to promote, the "Safe Ride" program by becoming additional co- sponsors of 11 the program. 12 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, 13 phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional, such 14 declaration or adjudication shall not affect the remaining portions of the resolution which shall 15 remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional 16 was not originally a part of the resolution. 17 Section 5. Repealer.
