3 A RESOLUTION TO AMEND SECTION 1 OF LITTLE
4 ROCK, ARKANSAS RESOLUTIONS NO. 111147 AND
s NO. 111148 (OCTOBER 16, 2001) TO MOVE $77,341 OF
6 WORKFORCE INVESTMENT ACT FUNDS FROM
7 THE ADULT DISLOCATED WORKERS
s SUBCONTRACT TO THE ADULT UNDER-
9 EMPLOYED SUBCONTRACT; AND FOR OTHER
10 PURPOSES.

12 WHEREAS, the City of Little Rock was awarded Federal Workforce Investment
13 Act subgrants from the Employment Security Department to provide employment and
14 training services to two categories of adult workers: adult underemployed/ unemployed
15 workers and adult dislocated workers; and
16 WHEREAS, the City of Little Rock entered into a contract with the Little Rock
17 Workforce Investment Board (the "Local Board ") and the Little Rock Career
is Development Center (the LRCDC") for the LRCDC to provide core and intensive
1g services for Adult Unemployed /Underemployed Workers in an amount not to exceed
20 $328,300 pursuant to authority granted in Little Rock, Arkansas Res. No. 11,147
21 (October 16, 2001); and
22 WHEREAS, the City of Little Rock entered into a contract with the Little Rock
23 Workforce Investment Board (the "Local Board ") and the Little Rock Career
24 Development Center (the LRCDC") for the LRCDC to provide core and intensive
25 services for Adult Dislocated Workers in an amount not to exceed $478,403 pursuant to
26 authority granted in Little Rock, Arkansas Res. No. 11,148 (October 16, 2001); and

i WHEREAS, underemployed /unemployed workers have used services at a far
2 greater rate than adult dislocated workers; and
3 WHEREAS, the parties desire to move $77,341 from the dislocated worker
4 contract to the underemployed /unemployed worker contract to continue to provide
5 services to underemployed /unemployed workers; and
6 WHEREAS, the State Employment Security Department has approved this
7 transfer of grant funds.
s NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
9 DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS:
10 Section 1. Section 1 of Little Rock, Arkansas Res. No. 11,147 (October 16,
11 2001) is hereby amended to read as follows:
12 "The City Manager is authorized to contract with the Little Rock Workforce
13 Investment Board and the Little Rock Career Development Center for core and
14 intensive services to adult unemployed /underemployed workers for an amount not to
15 exceed $405,641 payable from subgrants 05 -P00 -ADULT 80, Modification 3, carried
16 over to 05 -POI- ADULT -80. (City Account No. WIA -A01 and WIA- DO 1)."
17 Section 2. Section 1 of Little Rock, Arkansas Res. No. 11,148 (October 16, 2002)
18 is hereby amended to read as follows:
19 "The City Manager is authorized to contract with the Little Rock Workforce
20 Investment Board and the Little Rock Career Development Center for core and
21 intensive services to adult dislocated workers for an amount not to exceed $401,062
22 payable from subgrants 05 -P00 -ADULT 80 and 05- PO1- DLW -80. (City Account No.
23 WIA- DO1)."
24 Section 3. The City Manager is authorized to sign contract modifications
25 which move $77,341 from the Adult Dislocated Worker subcontract to the Adult
26 Unemployed /Underemployed subcontract. Funding for these programs is from

1 Workforce Investment Act of 1998 Funds, 05 -PYOO- Adult -80, Modification 3, carried
2 over to 05 -POI- ADULT -80. (City Account No. WIA — A01 and WIA -DO 1).
3 Section 4. Severability. In the event any title, section, paragraph, item,
4 sentence, clause, phrase, or word of this resolution is declared or adjudged to be
5 invalid or unconstitutional, such declaration or adjudication shall not affect the
6 remaining portions of the resolution which shall remain in full force and effect as if
7 the portion so declared or adjudged invalid or unconstitutional was not originally a
8 part of the resolution.
9 Section 5. Repealer. All laws, ordinances, resolutions, or parts of the
to same, that are inconsistent with the provisions of this resolution, are hereby
11 repealed to the extent of such inconsistency.
12 Section 6. This resolution shall be in full force and effect from and after its
13 adoption.
