3 A RESOLUTION TO AUTHORIZE THE CITY TO PROVIDE MATCH
4 FUNDS TO USE WITH TIP FUNDS FOR THE CONSTRUCTION OF
5 A BIKEWAY IN BOYLE PARK; AND FOR OTHER PURPOSES.

7 WHEREAS, the City of Little Rock, Arkansas, is authorized to participate in Transportation
8 Improvement Programs (TIP) funded in part with U.S. Department of Transportation Federal
9 Highway Administration monies, administered through the Arkansas State Highway and
10 Transportation Department (ASHTD), and
11 WHEREAS, one of the projects that has been proposed is the construction of a bikeway in
12 Boyle Park, with after bids published by ASHTD was determined to cost $402,000, and
13 WHEREAS, if the City fulfills its match obligation for this project of $93,000 it would assure
14 that the project goes forward, that another goal of the Little Rock Parks & Recreation Department
15 Master Parks Plan, and Master Bike Plan would be completed, and that a desire that the City has
16 developed through close work with various neighborhood associations would be met,
17 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
18 CITY OF LITTLE ROCK, ARKANSAS:
19 Section 1. The City Manager is authorized to forward ninety three thousand dollars
20 ($93,000) Park to the Arkansas State Highway & Transportation Department as the City's match on
21 a TIP project to construct bikeways through Boyle: Boyle Park Pedestrian TrailBikeway (Little
22 Rock)(S) Pulaski County F.A.P. STPU -9253 (17) Job 060807.
23 Section 2. Funds for this expenditure are available in Accounts No. 210 - 230 -A340 and
24 303 - 230 -0529 and all this amount may be taken from either account, or the funds may be taken in

1 part from both accounts, as deemed most appropriate by the City Manager and the Director of
2 Finance & Administration working in conjunction with the Director of Parks & Recreation.
3 Section 3. Severability. In the event any title, section, paragraph, item, sentence,
4 clause, phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional,
5 such declaration or adjudication shall not affect the remaining portions of the resolution which
6 shall remain in full force and effect as if the portion so declared or adjudged invalid or
7 unconstitutional was not originally a part of the resolution.
8 Section 4. Repealer. All resolutions, bylaws, and other matters inconsistent with this
9 resolution are hereby repealed to the extent of such inconsistency.
