3 A RESOLUTION AUTHORIZING THE CITY
4 MANAGER TO ENTER INTO CONTRACT
5 NEGOTIATIONS FOR 2002 CONTRACTS WITH
6 ORGANIZATIONS TO PROVIDE SERVICES TO
7 WELFARE TO WORK ELIGIBLE CLIENTS; AND FOR
s OTHER PURPOSES.
to WHEREAS, the City of Little Rock was awarded a $5,000,000 grant from the
11 United States Department of Labor to provide Welfare to Work services to Pulaski
12 County residents; and
13 WHEREAS, the term of the grant has been extended through December 31,
14 2002; and
15 WHEREAS, the City issued 5 requests for proposals for services for job readiness,
16 childcare coordination, housing coordination, education coordination, and
17 transportation coordination; and
18 WHEREAS, the review committee met November 26, 2001 and recommends the
19 following bidders as having the lowest responsible bids.
20 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
21 DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS:
22 Section 1. The City Manager is authorized to negotiate and enter into the
23 following subcontracts for Welfare to Work program services:
24 1. Goodwill Industries for Job Readiness (Bid #01 -347) for an amount not to
25 exceed $43,125;
26 2. CATA for Transportation Coordination (Bid #01 -343) for an amount not
27 to exceed $38,320;

1 3. Pulaski Technical College for Education Coordination (Bid #01 -346) for
2 an amount not to exceed $38,320;
3 4. St. Francis House for Childcare Coordination (Bid #01 -345) for an amount
4 not to exceed $ 38,320;
5 5. St. Francis House for Housing Coordination (Bid #01 -344) for an amount
6 not to exceed $ 38,320.
7 Section 2. The term shall be for one (1) year, January 1- December 31, 2002.
8 Section 3. Funding is available for the U. S. Department of Labor, Welfare to
9 Work Competitive Grant.
