11183RESOLUTION NO. 11,183 C RESOLUTION TO ENDORSE PARTICIPATION IN THE OZONE FLEX OF THE ENVIRONMENTAL PROTECTION AGENCY. WHEREAS, the Central Arkansas metropolitan area is in technical violation of the National Ambient Air Quality Standards for eight -hour ozone levels, and WHEREAS. High concentrations of ozone are injurious to the health of our citizens and detrimental to the economic development of the region; and WHEREAS, the US Environmental Protection Agency actively encourages regions such as ours to undertake voluntary and collaborative efforts between state and local government, business and industry to reduce the emissions of polluting gases through the Ozone Flex Program; and WHEREAS, the Ozone Flex Program has the potential for offering some protection from federal regulatory sanctions if progress is being made to reduce pollution levels through local actions; and, WHEREAS, such action plans are developed through the negotiations of a memorandum of Agreement formally adopted by all participants; and, WHEREAS, Metroplan, the council of local governments and metropolitan planning organization for central Arkansas, is the appropriate agency to coordinate and staff this effort; and WHEREAS, that the Little Rock Board of Directors of the City of Little Rock has determined that it is in the best interests of our citizens to reduce air pollution as soon as possible through local efforts rather than federal regulatory mandates; NOW THEREFORE BE IT RESOLVED that the Little Rock Board of Directors of the City of Little Rock commits to participate in the US Environmental Protection Agency's Ozone Flex Program and pledges to commit its best efforts at developing a Memorandum of Agreement with local, state and private partners to achieve this worth goal.
