3 A RESOLUTION AUTHORIZING THE CITY
4 MANAGER TO ENTER INTO CONTRACT
5 NEGOTIATIONS WITH ORGANIZATIONS TO
6 PROVIDE EDUCATION AND OCCUPATIONAL
7 SKILLS INSTRUCTION TO WELFARE TO WORK
8 ELIGIBLE CLIENTS; AND FOR OTHER PURPOSES.

10 WHEREAS, the City of Little Rock was awarded a $5,000,000 grant from the
i t United States Department of Labor to provide Welfare to Work services to Pulaski
12 County residents, and
13 WHEREAS, this grant has been extended to December 31, 2002; and
14 WHEREAS, the City issued bid # 01 -286 to solicit providers of educational and
15 occupational skills training through December 31, 2002; and
16 WHEREAS, a review committee met July 24, 2001, reviewed proposals, and
17 recommends contracts with the following lowest responsible bidders.
18 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
19 DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS:
20 Section 1. The City Manager is authorized to enter into contract negotiations
21 with the following organizations for educational and occupational skills training:
22 1. Catherine's House (Child Development Associate Training — 20 students)
23 for an amount not to exceed $46,250;
24 2. Catherine's House (WAGE Clerical, GED and Basic Literacy — 15
25 students) for an amount not to exceed $82,839;
26 3. Pulaski Technical College (tuition and fees for 25 full-time students) for an
27 amount not to exceed $72,900;

l 4. University of Arkansas at Little Rock (Workplace Skills Enhancement
2 Program — 24 students) for an amount not to exceed $ $69,600;
3 5. CDL Training and Testing Inc. (Class A Tractor /Trailer Driver and Class
4 B Truck Driver — total 10 students ) for an amount not to exceed $ 20,025;
5 6. H.I.R.E., Inc. (WtW Employment Assistance Services —20 participants)
6 for an amount not to exceed $60,000;
7 7. Shorter College (Medical Assistant — 10 students) for an amount not to
s exceed $29,500, (Nursing Assistant — 10 students) for an amount not to
9 exceed $24,500 (total $54,000);
10 8. Shorter College (Business Data Processing/ Computer Office Specialist -10
I l students) for an amount not to exceed $30,500;
12 9. Our House, Inc. (Computer Jobs Training, Data Processing Operations
13 Specialist) for an amount not to exceed $42,464.
14 Total: $478,578
15 Section 2. Price terms above may be subject to revision based upon a review of
16 comparable area educational and occupational skills programs.
17 Section 3. Funding is available for the U. S. Department of Labor, Welfare to
18 Work Competitive Grant.
