109220 0 1 RESOLUTION NO. 2 3 A RESOLUTION AUTHORIZING THE AWARD OF A 4 WELFARE -TO -WORK SUBCONTRACT FOR 5 EDUCATIONAL AND OCCUPATIONAL SKILLS TO 6 PHILANDER SMITH COLLEGE; TO OBLIGATE 7 ADDITIONAL WELFARE -TO -WORK FUNDS FOR 8 EDUCATIONAL AND OCCUPATIONAL SKILLS 9 SUBCONTRACTS; SUCH SUBCONTRACTS CONDITIONED 10 ON NEGOTIATION BY THE CITY MANAGER AND 11 CONTRACT APPROVAL BY THE CITY ATTORNEY; AND 12 FOR OTHER PURPOSES. 13 14 WHEREAS, the City of Little Rock has received a Welfare -to- Work (" WtW ") 15 Federal grant from the Department of Labor to train the hardest -to -serve welfare 16 recipients; and 17 WHEREAS, the City desires to contract for educational and occupational skills 18 services to increase job skills of welfare recipients in order to assist them in achieving 19 employment; and 20 WHEREAS, the City issued a Request for Proposals (" RFP ") for such services; 21 and 22 AV] IEREAS, a review committee met November 7, 2000, considered responses 23 to the City's RFP, and recommends Philander Smith College to the Board of Directors 24 for a subcontract award; and 25 WHEREAS, other bids were disqualified because of technical defaults on 26 material terms, although the proposals had merit and would otherwise have been 27 approved, and 28 WHEREAS, the City has discussed the issue with the Department of Labor 29 and, as a result, will readvertise this bid November 10, 2000, with a closing date of 30 November 17, 2000; and 31 WHEREAS, the deadline for the City's final WtW grant budget is November 32 13, 2000, and the Department has been informed the City intends to note in that budget 33 expenditures for these special items. 34 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF 35 DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: 36 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 0 0 SECTION 1. A subcontract for educational and occupational skills services is awarded to Philander Smith College in an amount not to exceed $171,485 over a contract term not to exceed June 30, 2001, contingent upon successful negotiation by the City Manager and a contract, in a form approved by the City Attorney. SECTION 2. The contract is payable from account number WTOW CON PLSC. SECTION 3. The City Manager is authorized to negotiate additional WtW subcontracts for educational and occupational skills up to $240,000 contingent upon the receipt of satisfactory responses from bidders by the City's November 17, 2000 deadline and recommendations by a selection committee to the City Manager, said contract to be in a form approved by the City Attorney.
