3 A RESOLUTION TO CREATE A NEW ANIMAL SERVICES
4 ADVISORY GROUP; TO ESTABLISH THE MEMBERSHIP FOR
5 THIS GROUP; TO OUTLINE THE SCOPE OF ITS AUTHORITY;
6 AND FOR OTHER PURPOSES.

s WHEREAS, the City has maintained a task force which has made numerous
9 suggestions on how to improve the City's efforts at animal control, the reduction of dogs
10 and cats running at large, the various provisions of the City's current animal control
I I ordinance, and the operation of the City division that deals with these issues, and
12 WHEREAS, after considerable discussion and debate, the Board decided to
13 impose a tiered approach to the licensure of unaltered animals, and to the fines to be
14 issued for unaltered animals running at large, but to defer consideration of other
15 provisions recommended for codification until a review of the Animal Services Division
16 and the City's ordinance by an outside consultant can be conducted, and
17 WHEREAS, the Board of Directors thinks it would be helpful to have another
Is Animal Services Advisory Group in place while this review occurs, in order to provide
19 background on the unique experiences of various parts of the City, and to comment
20 upon any recommended changes to be made to the City's current ordinance scheme,
21 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
22 THE CITY OF LITTLE ROCK, ARKANSAS:
23 Section 1. The City shall have an Animal Services Advisory Group which
24 consists of nine (9) members, with the assistance of appropriate City staff, to review the
25 Animal Services Division, the City's ordinances on animal control, and any other
26 recommended topics that concern the care of maintenance of animals within the
27 corporate limits of the City of Little Rock, the sanctions to be imposed for violation of
28 City ordinances on these topics, and other recommendations that are not within the
29 prerogative of the City Manager for the operation of an Animal Services Division.

1 Section 2. Membership on the Animal Services Advisory Group shall be as
2 follows:
3 (A) Seven (7) members shall be selected from among applicants
4 who reside in the various wards of the City, with one person
s selected from each ward;
6 (B) One (1) person shall be selected solely because they hold a
7 current and valid license in good standing as a doctor of veterinary
s medicine;
9 (C) One (1) person shall be a sitting member of the Little Rock
10 Board of Directors.
11 Section 3. Severability. In the event any title, section, paragraph, item, sentence,
12 clause, phrase, or word of this resolution is declared or adjudged to be invalid or
13 unconstitutional, such declaration or adjudication shall not affect the remaining portions
14 of the resolution which shall remain in full force and effect as if the portion so declared
1s or adjudged invalid or unconstitutional was not originally a part of the resolution.
16 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same,
17 that are inconsistent with the provisions of this resolution are hereby repealed to the
18 extent of such inconsistency.
