109021 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 RESOLUTION NO. 10,902 A RESOLUTION ESTABLISHING AN URBAN FORESTRY INITIATIVE TO PROVIDE FUNDS FROM AVAILABLE SOURCES TO PLANT AND MAINTAIN TREES ADJACENT TO PUBLIC RIGHTS -OF -WAY AND PROPERTY AND TO RESTORE EXISTING ECOSYSTEMS WITHIN THE CITY IN ORDER TO IMPROVE THE URBAN ENVIRONMENT. WHEREAS, the Board of Directors of the City of Little Rock recognizes that trees are a valuable amenity to the urban environment and serve to create greater human comfort by providing shade, cooling the air and otherwise tempering the effects of summer heat, thereby reducing the requirements for air conditioning and the subsequent depletion of energy resources; that trees purify the air by filtering pollutants and dust and other airborne pollutants and release oxygen into the air; that trees moderate noise pollution by absorbing sound; and that trees provide habitat, shelter, and food for many species of natural wildlife, and WHEREAS, the Board deems it important to compensate for the loss of trees in the urban environment due to development of properties and by natural disasters such as tornadoes, and WHEREAS, the Board desires to provide money for contracts with local neighborhood groups to identify areas within all types of neighborhoods in the City that should be the subject of tree and landscape planting, and WHEREAS, in furtherance this goal, the Board deems it necessary to identify and to use as part of the budget process such funds collected in any City programs that can be used for the planting and maintenance of trees and other landscaping amenities, and 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 0 10 WHEREAS, this Urban Forestry Initiative will help provide money to be used with grants, private donations and contributions and other available sources of funds for such worthwhile public purposes for the health, safety and welfare of the community. NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: Section 1. A program entitled the "Urban Forestry Initiative" (the "UFI ") is hereby established whereby areas of the City are identified as in need of reforestation and the planting of trees and landscaping. Section 2. The City Manager is directed to work with neighborhood groups to prioritize needs for replanting and to identify sources of City funds which can be used along with private donations and contributions, to hire appropriate City employees and purchase equipment needed to carry on the goals and objectives of the UFI.
