108681 RESOLUTION NO.10, 868 2 3 A RESOLUTION TO SET AUGUST 18, 2000, AS THE 4 DATE FOR A PUBLIC HEARING ON WHETHER TO 5 APPROVE THE TORNADO DISASTER AREA 6 TARGETED NEIGHBORHOOD ENHANCEMENT 7 PLAN; AND FOR OTHER PURPOSES. 8 9 WHEREAS, as a result of tornadoes in 1998 and 1999 significant residential areas of the 10 City were devastated and left in need of substantial redevelopment, and 11 WHEREAS, the Targeted Neighborhood Enhancement Plan Act, codified as Ark. Code 12 Ann. §§ 14 -169 -1101 to -1108 (Michie Repl. 1998), permits a local government to declare an 13 area a targeted neighborhood, to develop a plan to prevent the area from becoming an urban 14 blight, and to develop various plans for redevelopment and rehabilitation of the area, and 15 WHEREAS, the City of Little Rock, Arkansas, identified a particular area as the 16 Tornado Disaster Area Targeted Neighborhood in Little Rock, Ark., Ordinance No. 10,634 17 (September 7, 1999), and 18 WHEREAS, after this designation the City is required to conduct a study of the 19 proposed targeted neighborhood and to develop the actual rehabilitation plan for the area and, 20 upon the completion of this study, to hold two public hearings at different locations to set forth 21 the nature of the rehabilitation plan and to identify the resources the City is willing to dedicate 22 to the rehabilitation effort over the next five (5) years, and 23 WHEREAS, the study is now complete and it is time to set the date for one public 24 hearing, 25 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF 26 THE CITY OF LITTLE ROCK, ARKANSAS: 27 Section 1. The Board of Directors sets the date of August 18, 2000, at 6:00 PM, 28 Central Daylight Time, in the Board Room on the second floor of City Hall, 500 West 29 Markham, Little Rock, Arkansas, as the time and place for one of the two public hearings to * W 1 be held to discuss the proposed Tornado Disaster Area Targeted Neighborhood Enhancement 2 Plan. 3 Section 2. Severability. In the event any title section, paragraph, item, sentence, 4 clause, phrase, or word of this resolution is declared or adjudged to be invalid or 5 unconstitutional, such declaration or adjudication shall not affect the remaining portions of the 6 resolution which shall remain in full force and effect as if the portion so declared or adjudged 7 invalid or unconstitutional was not originally a part of the resolution. 8 Section 3. Repealer.
