108131 2 I 5 6 7 8 9 10 11 12 0 0 RESOLUTION NO. 10,813 A RESOLUTION EXTENDING THE EXISTING INTERLOCAL AGREEMENT BETWEEN THE CITY OF LITTLE ROCK, ARKANSAS AND PULASKI COUNTY, ARKANSAS, GRANTING THE LITTLE ROCK AMBULANCE AUTHORITY ( "LRAA ") DB /A METROPOLITAN EMERGENCY MEDICAL SERVICES ( "MEMS ") AN EXCLUSIVE FRANCHISE TO PROVIDE AMBULANCE SERVICES TO PULASKI COUNTY, ARKANSAS; AND FOR OTHER PURPOSES. 13 WHEREAS, the Little Rock Ambulance Authority ( "LRAA "), d/b /a Metropolitan 14 Emergency Medical Services ( "MEMS ") currently holds the exclusive franchise to provide all 15 ambulances services (emergency and non- emergency) to Pulaski County per interlocal agreement 16 between the City of Little Rock and Pulaski County; and 17 WHEREAS, the City of Little Rock and Pulaski County wish to extend said interlocal 18 agreement for another five years to continue such exclusive franchise for ambulance services to 19 Pulaski County; and 20 WHEREAS, MEMS has represented to this Board that is has the capability and resources 21 to provide such service without increasing expenses or rates for Little Rock citizens; and 22 WHEREAS, this Board believes that it is beneficial to continue to have MEMS provide 23 ambulance services to Pulaski county and thereby promote the health and welfare of the citizens of 24 Little Rock and Pulaski County; and 25 WHEREAS, the delivery of ambulance services (emergency and non - emergency) to Pulaski 26 County will enhance MEMS' financial soundness and increase its ability to deliver high - quality 27 emergency medical services to all citizens. 28 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF 29 THE CITY OF LITTLE ROCK, ARKANSAS: 30 SECTION 1. The Board hereby authorizes the execution of an Interlocal Agreement with 31 Pulaski County, Arkansas, for five years, beginning on the date the Interlocal Agreement is signed. 32 Upon the expiration of the five year term, the Board authorizes a month -to -month extension until a 33 formal extension is approved by both cities. 34 SECTION 2. For purposes of this resolution, the term "ambulance services" shall include 35 the transportation and care provided the critically ill or injured prior to arrival at a medical facility and 36 within a medical facility subject to the individual approval of the medical staff and governing board • 11 1 of that facility, and further the transport to or from medical facilities including but not limited to 2 hospitals, nursing homes, physician's offices, and other health care facilities, of persons who are 3 infirm or injured and who are transported in a reclining position or who are ill but considered to be 4 non - emergency in status and who request ambulance transportation." 5 6 ADOPTED: April 18, 2000 7 ATTEST: 8 9 10 NNANCCY OOD 11 CITY CLERK 12 APPROVED AS TO FORM: 13 14 15 THOMAS M.
