4 A RESOLUTION EXTENDING THE EXISTING INTERLOCAL
5 AGREEMENT BETWEEN THE CITY OF LITTLE ROCK,
6 ARKANSAS AND THE CITY OF LONOKE, ARKANSAS,
7 GRANTING THE LITTLE ROCK AMBULANCE AUTHORITY
8 ( "LRAA ") D/B /A METROPOLITAN EMERGENCY MEDICAL
9 SERVICES ( "MEMS ") AN EXCLUSIVE FRANCHISE TO
10 PROVIDE AMBULANCE SERVICES TO THE CITY OF LONOKE,
1 I ARKANSAS; AND FOR OTHER PURPOSES.

13 WHEREAS, the Little Rock Ambulance Authority ( "LRAA "), d/b /a Metropolitan
14 Emergency Medical Services ( "MEMS ") currently holds the exclusive franchise to provide all
15 ambulances services (emergency and non- emergency) to the city of Lonoke per interlocal agreement
16 between the cities of Little Rock and Lonoke; and
17 WHEREAS, the Cities of Little Rock and Lonoke wish to extend said interlocal agreement
18 to continue such exclusive franchise for ambulance services to the City of Lonoke; and
19 WHEREAS, MEMS has represented to this Board that it has the capability and resources
20 to provide such service without increasing expenses or rates for Little Rock citizens; and
21 WHEREAS, this Board believes that it is beneficial to continue to have MEMS provide
22 ambulance services to the City of Lonoke and thereby promote the health and welfare of the citizens
23 of Little Rock and Lonoke; and
24 WHEREAS, the delivery of ambulance services (emergency and non - emergency) to Lonoke
25 will enhance MEMS' financial soundness and increase its ability to deliver high - quality emergency
26 medical services to all citizens.
27 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
28 THE CITY OF LITTLE ROCK, ARKANSAS:
29 SECTION 1. The Board hereby authorizes a one year extension, with yearly extensions
30 thereafter, of the interlocal agreement between the City of Little Rock and the City of Lonoke
31 granting MEMS an exclusive franchise to provide ambulance services (emergency and non -
32 emergency) to the City of Lonoke.
33 SECTION 2. For purposes of this resolution, the term "ambulance services" shall include
34 the transportation and care provided the critically ill or injured prior to arrival at a medical facility and
35 within a medical facility subject to the individual approval of the medical staff and governing board
36 of that facility, and further the transport to or from medical facilities including but not limited to

hospitals, nursing homes, physician's offices, and other health care facilities, of persons who are
infirm or injured and who are transported in a reclining position or who are ill but considered to be
non - emergency in status and who request ambulance transportation.
