108111 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 0 RESOLUTION NO. 10,811 0 A RESOLUTION EXTENDING THE EXISTING INTERLOCAL AGREEMENT BETWEEN THE CITY OF LITTLE ROCK, ARKANSAS AND GRANT COUNTY, GRANTING THE LITTLE ROCK AMBULANCE AUTHORITY( "LRAA ")D /B /A METROPOLITAN EMERGENCY MEDICAL SERVICES ( "MEMS ") AN EXCLUSIVE FRANCHISE TO PROVIDE AMBULANCE SERVICES TO GRANT COUNTY, ARKANSAS; AND FOR OTHER PURPOSES. WHEREAS, the Little Rock Ambulance Authority ( "LRAA"), d/b /a Metropolitan Emergency Medical Services ( "MEMS ") currently holds the exclusive franchise to provide all ambulances services (emergency and non - emergency) to Grant County per interlocal agreement between the City of Little Rock and Grant County; and WHEREAS, the City of Little Rock and Grant County wish to extend said interlocal agreement to continue such exclusive franchise for ambulance services to Grant County; and WHEREAS, MEMS has represented to this Board that it has the capability and resources to provide such service without increasing expenses or rates for Little Rock citizens; and WHEREAS, this Board believes that it is beneficial to continue to have MEMS provide ambulance services to Grant County and thereby promote the health and welfare of the citizens of Little Rock and Grant County; and WHEREAS, the delivery of ambulance services (emergency and non - emergency) to Grant County will enhance MEMS' financial soundness and increase its ability to deliver high - quality emergency medical services to all citizens. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. The Board hereby authorizes a three (3) year extension of the interlocal agreement between the City of Little Rock and Grant County granting MEMS an exclusive franchise to provide ambulance services (emergency and non - emergency) to Grant County. SECTION 2. For purposes of this resolution, the term "ambulance services" shall include the transportation and care provided the critically ill or injured prior to arrival at a medical facility and within a medical facility subject to the individual approval of the medical staff and governing board of that facility, and further the transport to or from medical facilities including but not limited to hospitals, nursing homes, physician's offices, and other health care facilities, of persons who are 0 0 1 infirm or injured and who are transported in a reclining position or who are ill but considered to be 2 non - emergency in status and who request ambulance transportation. 3 4 ADOPTED: April 18, 2000 5 ATTEST: 6 7 8 NAN Y OOD 9 CITY CLERK 10 11 APPROVED AS TO FORM: 12 . im 13 THOMAS M.
