107931 RESOLUTION NO. 10.793 2 3 A RESOLUTION OF IN'T'ENT TO EXPEDITE REVIEW 4 OF THE DRAFT LAND ALTERATION ORDINANCE; s AND FOR OTHER PURPOSES. 6 7 WHEREAS, a task force undertaken review of City ordinances to determine if s some steps should be taken to preserve and protects trees within the City, and to prevent 9 whole scale clear cutting as a part of a development, and 10 WHEREAS, a draft ordinance is now ready to be reviewed by the Little Rock 11 Planning Commission and, after its review, to be presented to the Board of Directors, 12 and 13 WHEREAS, there have been two reported incidents that as a result of the draft 14 ordinance being considered, trees have been clear cut on certain properties even though 1s there are no current plans to develop the properties, and 16 WHEREAS, there has been a request to declare a moratorium on such action 17 until the land alteration and tree protection and preservation ordinance has undergone 18 a final review, and 19 WHEREAS, the Board of Directors does not believe that a moratorium is 20 appropriate under the circumstances for this ordinance because it would be difficult, if 21 not impossible, to enforce, but believes that action should be taken as quickly as possible 22 on the proposed ordinance in order to preserve and protect trees within the City, 23 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF 24 DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: 25 Section 1. The Board of Directors states that the proposed ordinance on tree 26 protection and preservation shall be considered by the Little Rock Planning Commission 27 at its meeting on April 13, 2000, and that a recommendation for passage, amendment, 28 or rejection, with reasons for such recommendation, shall be immediately forwarded to 29 the Board of Directors; further, that the Board shall place the proposed ordinance, and • • 1 any such recommendations, on the next regular meeting agenda, with the hope that final 2 action can be taken at that meeting. 3 Section 2. The City Manager is directed to pursue maximum publicity about 4 this ordinance by, among other things, the following methods: 5 (a) Publication of the draft ordinance on the City's website with e instructions on how visitors to the website can recommend passage, 7 rejection, or amendment of the ordinance; 8 (b) Publication of the draft ordinance, and the dates and times 9 of meetings to discuss the draft ordinance, on the City's cable 10 television channel, as well as publication of instructions on how 11 interested persons can recommend passage, rejection, or 12 amendment of the ordinance; 13 (c) Presentation of copies of the draft ordinance to any 14 neighborhood associations, builders organizations, real estate 15 companies, or other interested groups, with information on how 1e interested persons can recommend passage, rejection, or 17 amendment of the ordinance. 18 Section 3.
