A RESOLUTION AUTHORIZING THE CITY MANAGER TO
NEGOTIATE A CONTRACT WITH ENGINEERING, COMPLIANCE,
AND CONSTRUCTION, INC.; (ECCI) FOR ENVIRONMENTAL
ASSESSMENT CONSULTANT SERVICES FOR THE PARKS AND
RECREATION DEPARTMENT.
WHEREAS, the City of Little Rock receives property donations and purchases
property on a regular basis; and
WHEREAS, environmental assessments should be initiated before acceptance of
donated or purchased properties as recommended by the City Attorney's Office; and
WHEREAS, this practice would reduce the City's exposure to costly hazardous
material removals and other liabilities that can be revealed after acquisition through more
detailed studies; and
WHEREAS, environmental assessments are costly and having a consultant under
contract would help expedite studies and acquisitions.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The City Manager is authorized to negotiate a contract with
Engineering, Compliance & Construction, Inc., (ECCI) and to award an environmental
assessment consultant contract for the Parks and Recreation Department on an "as needed"
basis for one year.
SECTION 2. Funding for this project is available through various operative and
special project accounts.
SECTION 3. This resolution shall be in full force and effect from and after its
adoption.
