106051..1 RESOLUTION NO. 10,605 E A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS IN SUPPORT OF THE SOUTH END AREA IMPROVEMENT PLAN. 313 WHEREAS, the area residents and Neighborhood Associations formed a Steering Committee to develop a neighborhood Plan; and WHEREAS, the residents and other "stakeholders" in the area participated in a Town Hall meeting to discuss and identify area concerns to include in the plan; and WHEREAS, After several months of work by the Planning Committee, a set of goals and objectives were developed and presented to the neighborhood at a Plan Preview meeting; and WHEREAS, this Plan (Goals, Objectives and Action Statements) provides a way for both neighborhood based groups and others working in and around the neighborhood to advance the desires and meet the needs of the residents. SOUTH END AREA IMPROVEMENT PLAN Executive Summary: 0 Findings: a I G The South End area of Little Rock, which is primarily single family, has been at- tacked on several fronts in the last part of this century. It is one of our older neigh- borhoods, but has been suffering from benign neglect under past administrations of the City of Little Rock. The gang activity, deteriorating infrastructure, lower property values and lower income have had negative impacts on the neighborhood as a whole. Recommendations: After meeting diligently for a period of one year, the steering committee has formulated the following goals: 1. Improve our neighborhood through zoning controls. (This step has already been initiated.) 2. Improve housing conditions for the neighborhood through updating existing and introducing new structures. 3. Revitalize the neighborhood proper maintenance of structures and fully utilize the Alert Center to help attain that goal. 4. Improve the infrastructure in the area at a faster rate than it deteriorates. 5. Improve public safety and decrease crime. 6. Work for improvements to existing parks. Purchase site of Spring House on Martin Luther King Drive. 7. Encourage economic development in the area. Map of area Roosevelt Road = i o, - c 1 E Q �O CU GJ Ec fl C E f� N l30 / SOUTH END AREA IMPROVEMENT PLAN -1 Preface: 3 i In February 1998, the Department of Housing and Neighborhood Programs andktiec� Department of Planning and Development, held a preliminary meeting with leaders in the South End area to obtain neighborhood buyoff on a neighborhood pla -Ining process. There was a turnout of 40 neighborhood persons and four neighborhood groups. On May 2, 1998, a Town Hall meeting was held at the Thrasher Boys Club. Invitations were mailed to 3,968 area residents and 78 area businesses and churches. These pack- ets consisted of a brief letter explaining the process, a comment sheet, and a sign up sheet for the Steering committee. Letters from then City Director Gloria Wilson went out to area businesses. The meeting had about 50 neighborhood citizens in attendance. The group was broken into smaller subgroups, and issues of interest were discussed and recorded. Informational meeting were held throughout the month of June 1998 and covered the following topics: Parks, Zoning, Land Use, Housing (Code Enforcement And Rental Inspection), Public Safety, Public Works, Barton Coliseum, Housing, And Animal Control. These meetings were held atvarious churches and invitations went outto all area busi- nesses, participants in both the preliminary and Town Hall meetings and those who sent in their names via the invitation packet. Speakers gave overviews of their departments, how they could assist neighborhood groups and individuals and were open to direct questions form citizens. The Steering committee met bi- weekly until late April 1999 discussing topics in detail. As part of the infrastructure discussion, committee members took a bus tour of the neighbor- hood and ranked streets that appeared on the Public Works list for reconstruction In mid December, the steering committee started editing a draft prepared by Staff that was a compilation of many ideas submitted by the steering committee and the Town Hall meeting. In early May 1999, a meeting was held at the Alert Center to obtain buy -off from the neighborhood. This meeting gave residents an opportunity to express concerns both listed and not listed in the plan. Revisions of topics arising from the meeting have been incorporated into this final draft. This area is an extension of the original grid of the city southward to the Fourche Creek. The study's boundaries are Roosevelt Road to the north and Interstate 30 to the east and south. The western boundary is a north south line running from the train tracks' intersection with Roosevelt Road west of Barton Coliseum southward to 1 -30. The area is primarily single family residential with a band of Parks /Open space to the south, east and west extending to the interstate. St. John Baptist Church at Roosevelt and Main Street is the largest church in the area. The floodway of the Fourche Creek has stopped develop- ment to the south. Interstate Park lies in the floodway / floodplain in an undevelopable area south of 34th and east of Arch Street. Southside Park lies south of 34th near Wolfe Street, also in the floodway. The other tracts in the floodway / flood - plain area are undeveloped. All of the existing conditions discussed later was changed by the tornado of January 2111, 1999. This tornado devastated a swath of land about 1500 feet wide towards the northeast from Battery and 34'" to Roosevelt Road and Chester Street. The tornado continued out of the study area towards the Governor's Mansion, MacArthur Park and across the river into North Little Rock. Devastation is sizable and cleanup efforts are still underway at the time of this printing. Area History The subdivisions at the northern edge of the study area date to the early 1900's while areas to the south and west are 1940's and 1950's. Larger mansions, complete with servant quarters, are spread throughout the areas and infill of bungalows and ranch style tract houses abound. At the time of development, these mansions were very upper class. The area was annexed into the city in a pattern from north to south, east to west. SOUTH END AREA IMPROVEMENT PLAN -7 0 0 Socioeconomic profile: CENSUS TRACTS POPULATION: 3 2 G Based on Census tracts 50001 through 50005 and 110003 through 1100005, there area a total of 5578 persons in the area according to the 1990 census. These bound- aries do not exactly correspond with the action plan boundaries. More females than males live in the area (55.9 % females versus 44.1 % males). The average size of the families is 3.56 persons. 28.3% of all households are one person households (17.6% female and 10.7% male). Almost the same number of households (27.4 %) are single parent households with the majority (24.9 %) being single mothers. AGE: A little over half of the population (52.6 %) is within the 18 -64 age bracket. 32.3% of the population is under 18 and 15.2% are over 65 years old. This area has more children and more elderly than the city as a whole (24.9% under 18 and 12.6% over 65). RACE: The neighbor- hood population is overwhelmingly black (98.3 %) with white popu- lation at 1.6 %. Household Income per 1990 Census The remaining 0.1% are of other racial backgrounds. The city as a whole has roughly a 65% white and 34% black split. INCOME: Annual household incomes range from under $5,000 to $125,000. 64.35% of house- hold incomes qualify as low to moderate according to the 1994 guidelines as com- pared to 46% city -wide. Only 12.5% earn over $35,000. Only 12.5% earn over $35,000. SOUTH END AREA IMPROVEMENT PLAN - 8 0 0 Existing Residential: 321 According to the 1990 census, there are 2242 dwelling units. This area refers to all of census tract 5 and blocks 3,4 & 5 of census tract 11. 300 of these were vacant, which translates to a 13.4% vacancy rate. For comparison, the citywide vacancy rate at the same time was 10.4 %. Total occupied units in this area number 1942. Total owner occupied structures are 1160, or 59.7 %. Renter occupied units are 782, or 40.3 %. Citywide owner occupied rates was at 56 %, slightly less than this area. The tornado of January 1999 destroyed or damaged many homes in the area. Ac- cording to a visual survey by the Public Works Department , 31 homes were totally destroyed or beyond repair, 16 homes received heavy damages, 62 homes were moderately damaged, and 280 sustained light damage. These numbers are for homes in the South End Study area only. Many additional homes were destroyed to the north of this area. Many families were displaced due to the tornado. Of the total number of units, three - quarters (74.9 %) are single family detached. One unit attached number 3 %. This category includes condos, townhouses, etc. Dwelling units in duplexes garner 13.6% while apartment with 3 -4 units have 3.6 %. As a part of the Rental inspection Program, the Department of Housing and Neighbor- hood Programs performed its' own survey in the late winter 1997 and spring of 1998. It was determined that there were 1023 owner occupied housing units and 823 renter occupied units. Using these two surveys, it is safe to say that the number of housing stock has dwindled over the last eight years and the percentage of renter occupied dwellings have increased. Existing Non - Residential Existing nonresidential structures are primarily along Roosevelt Road and Arch Street. These commercial nodes are located along Roosevelt Road at the intersections of Martin Luther King, Arch /Broadway and Main Street. There is also anode near 28'" and Arch. Churches are scattered throughout the neighborhood in storefronts and in typical church buildings. Schools in the area include BookerT. Washington Elementary School located at 2900 South Main and Ish School, which is currently being used as a resource center. Two other uses include the Thrasher Boys Club on South State and the South Little Rock Community Center on South Main. However, the largest of the non - residential uses is the State Fairgrounds Complex (with Barton Coliseum) which is on the western boundary of the study area on Roosevelt Road and Howard Street. Environmental Analysis: Topography in the area is varied. There are two ridges that run northwest to south- east across the area. Steep slopes define the ridges, and the elevational difference is in excess of 100'. Flood prone land lies to the south, east and west of the area. Swaggerty Creek extends into the area around 33rd and Chester in that northwest southeast direction extending up near the Pulaski Street and 29th Street intersection. A large amount of this creek is in the floodway. Railroad lines border the ridges to the west and south. These lines are located at the SOUTH END AREA IMPROVEMENT PLAN - 9 edge of the flood - plain areas and steep slopes. The Biddle Switching Yard is located south of 31 st and Louisiana. Circulation: Streets were laid out as an extension of the grid system of the older sec- tions of town. In some areas, the NUNN 0 grid has been modi- fied to adjust for natural drainage ways. The grid stops on the bluffs overlooking the Fourche Creek to the south. Roosevelt Road and Arch Street (south of Roosevelt) are listed as principal Arterials. Broadway, north of Roosevelt, while not in our area, is the north half of the arterial to complement Arch Street. Dr. Martin Luther King Jr. Drive and 33rd Street (from MLK to Arch) forma Collector Street. Of course, the 1 -30 interstate is classified as a Freeway. With the grid system mostly in place, traffic has alternate routes and flows with minor conges- tion on Roosevelt and Arch. Although the Master Street Plan classifies street at a cer- tain standard, many will require substantial reconstruction to meet that stan- dard. Some work has been done in the area to reconstruct Typical street in the central section. It has a softball diamond, playground facilities are also provided as well as restrooms. A large wooded. 0 13 acres just to the north of and basketball court. Picnic portion of the site is 324 Swaggerty Creek Park is the smallest of the tree at 6.3 acres in 4 parcels. It follows the creek from 3131 and Ringo southeasterly to 33rd and Fulton and then on to the railroad tracks. The only active areas in the park are two basketball courts near Fulton and 33rd Streets. The creek has been channeled with concrete sidewalks and has chainlink fencing to keep persons out of the ditch area. This "park" does not read as a park, but more of a sting of vacant lots. Existing Land Use: Structure counts were made in early Spring 1998 via a windshield survey. Single family dwelling units far surpassed any other structure type with 1797 of the total 2795 structures. Acces- sory buildings (garages, tool sheds, etc.) ac- counted for 733. These two catego- ries comprised over 90% of the total number of struc- tures in the area. There were 53 duplexes and 74 apartments with 3 -6 units. Park Struc- tures counted for 40 structures and other public uses ac- counted for 23 more. Churches and other church structures were next Greater Center Star Baptist Church, on 33rd and State, has one of the larger congregations in the area. at 19 and general commercial structures at 16. All other categories had less than ten units per cat- egory. Commercial structures were found throughout the neighborhood, from small - scale grocery store to upholstery shops. Non - residential uses are primarily along Roosevelt. Most of these structures are older and some of these buildings are in great need of repair. Included in the non- residential structures are many churches, a school and a boys club. The church facili- ties in the neighborhood vary widely — from new modern facilities to older structures that need major renovation. Booker T Washington Elementary was built in the late SOUTH END AREA IMPROVEMENT PLAN -12 0 0 50's and is in good repair. All schools in the Little Rock School system could use additional maintenance money for facilities repair. Washington Elementary is no exception. Thrasher Boys Club was built ca. 1971. The condition of the building and facilities are in fair to poor condition. The facility has a gymnasium and a pool. Pro- grams are provided to the children, but underfunding is a problem to expand pro- grams or expand facilities. 325 Existing Zoning: Information was provided by the City of Little Rock GIS system prior to the Planning Commission hearing of April 29, 1999. The primary zoning category in the study area is residential. R3 zoning comprises 44.57 %, R4 comprises 26.35% and R2 com- prises 13.80 %. Combined with R5 and R7A, these five residential zoning categories comprise 84.91 % of the total area. The next highest use is 1 -3, Heavy Industrial, with 9.44% and C3 with 3.30 %. Non residential uses are primarily located along Roosevelt Road, with a concentration along 1 -30 at the eastern edge of the study area. There is a small pocket of commercial along Arch around 33rd street at the northern landing of the bridge. There is a large amount of industrially zoned land that is undeveloped in the south of the study area along the railroad. Ish School is now used as a Resource Center for the Little Rock Public School System. Future Land Use: The following per- centages are based on the Future Land Use Plan prior to the April 29, 1999 Planning Commis- sion meeting. The Single Family land use category is the majority of the developed area of the study area and 51.85% of the total study area. Parks / Open Space and Mining are tied for second with 13.62 %. and 14.49% re- spectively. Public Institutional occupies 12.68 %, primarily located in the Barton Coli- seum complex, with minor acreage in two schools, the Animal Shelter, and numerous churches. Multifamily, at 3.21 % is the next most prominent. Office, Mixed Office Commercial and Mixed Use are clustered along Roosevelt Road at the eastern border. Some Commercial, Office, and Multifamily are near the inter- sections of Broadway, Roosevelt and Arch Street Pike. Public Institutional areas are SOUTH END AREA IMPROVEMENT PLAN -13 0 scattered throughout the study area with the before mentioned Barton Coliseum at the western edge of the study area. Multifamily is in three tracts. The western tract is southeast of 27th and Battery. The largest tract is south and west of 26th and Cumberland and along Ivers Walk. The smallest and last tract is in the 2500 block of Gaines, Conlvey Gardens. 32G SOUTH END AREA IMPROVEMENT PLAN -14 0 0 THE POLICY PLAN 1. Land Use and Zoning Goal 32 7 As part of the Steering Committee's work, letters were mailed to the owners of 157 proper- ties proposing downzoning of their properties. There were three basic needs to address in the zoning changes: 1) Clean up of zoning changes that were not made in 1980, i.e., single family houses in 1 -3 district, 2) removal of C -3 and C -1 spot zoning in residential blocks that area currently used as single family, and 3) reduction of C -3 zoning which allow liquor sales which are viewed as unfavorable by the committee. Of these letters, Staff received notices from owners of 18 lots stating that they did not desire any change in their property. However, attempts to contact landowners for changes to the Land Use Plan were not as successful because addresses were not obtainable for major landowners in the area (i.e., CRI &P Railroad). The major areas that were slated to change lie within the floodway and since all property that lies within the floodway is undevelopable, it was possible to change these areas to Park/Open Space. In addition to the zoning changes, there are the following goals and objectives. Goal: Improve our neighborhood through zoning controls: Objective: Work with planning staff to improve existing neighborhood. Action Statements: • Work in conjunction with zoning enforcement officers to eliminate illegal noncon- forming uses or work to have them conform to existing requirements. • Petition City to remove billboards that impact the appearance of the neighbor- hood with existing monies in place for that purpose. • Monitor the maintenance of the coliseum. • Promote state owned property to conform to city zoning requirements. • Support Long Arm Legislation to improve maintenance of properties owned by out of state landowners. • Develop and propose a new ordinance to a set time limit on boarded up houses before they are demolished or re- inhabited. Action Statements: • Rehabilitate vacant housing to filter unwanted activities (drugs, etc.). • Work with tenants to reduce number of pests (bugs) in area with coordinated sprayings through neighborhood associations arranging common spraying days. • Eliminate drug houses in area. • Retain and reha- bilitate existing housing stock to the greatest extent possible. • Reduce the number of vacant houses in area through renova- tions or reuse. Set time limits of twelve months for vacancy status before renovation or reuse. Develop a comprehensive rehabilitation program that includes a mixture of incentives and The area has many houses which have great potential for restora- tion. subsidies de- signed to encour- age ownership and discourage displacement. • Reduce HUD turnovers. • Provide incentives (money or public recognition) for neighbors to maintain residences. • Increase the communication of housing programs to the residents via Alert Center. • Improve maintenance on rental housing through contacting owners of property and peer pressure. • Encourage landlords to require tenants to maintain yards and alleys. • Get tough on zoning violations that impair housing and neighborhoods. • More Stringent code enforcement action (Zero Tolerance Policy). • Strictly enforce building codes, especially for rental property. • Initiate programs to train locals on methods of home repair. SOUTH END AREA IMPROVEMENT PLAN -17 0 0 Objective: Utilize existing programs for home repair and home ownership. Action Statements: • Ensure residents are aware of available home repair and home ownership grants. • Provide assistance for home maintenance, both financially and labor, to disabled and seniors. • Eliminate financial hardships to upgrade housing to code. • Provide ways to match funds to upgrade housing. • Provide housing finance in the area for new home construction or first time buyers. • Raise limits of Many housing styles are in the neighborhood as well as varying sizes. money on Housing Rehab grants. • Work with Alert Center Staff to dis- tribute information concerning home ownership grants and home mainte- nance for low -in- come individuals. • Educate the public on the assis- tance programs for housing ownership and maintenance. Develop a comprehensive rehabilitation pro- gram that includes a mixture of incentives and subsidies designed to encourage ownership and discourage displacement. • Increase the quality control of contractors doing repairs on houses. • Reduce or eliminate bidding blindly on home repairs to achieve better home repairs. Objective: Demolish existing housing stock of inferior nature. Action Statements: • Petition Board of Directors for additional monies for demolition of houses. • Update list of vacant and condemnable houses. • Encourage demolition of vacant, abandoned and burned out buildings that are beyond repair. • Remove vacant houses: i.e. between 27th and 29th Street on Center and on Martel Street. SOUTH END AREA IMPROVEMENT PLAN -18 33G 0 0 Objective: Work to introduce new housing stock into neighborhood. 331 Action Statements: • Encourage new single family construction to first time and low- income buyers. Provide low interest loans for home ownership. • Determine design standards for new construction of single, two and multiple family housing in the area in accordance with existing zoning ordinances. Make infill housing compatible with existing neighborhood pattern of massing, setbacks, etc. and multifamily to blend in with the existing neighborhood. • Encourage Home Ownership. • Develop vacant lots with new housing. • Control and enforce new developments through location and public partici- pation. • Encourage devel- opers to build projects down- town. Design standards for renovations and additions can make the neigh- borhood more attractive. SOUTH END AREA IMPROVEMENT PLAN -19 • • 3. Neighborhood Involvement Goal Goal: To revitalize our neighborhood through increased maintenance of existing struc- tures, through beautification projects and thorough building neighborhood pride. 332 Objective: Improve the overall appearance of the neighborhood through proper building and grounds maintenance. Action Statements: • Improve maintenance on lots along 29th and Commerce. • Encourage businesses to revitalize and maintain properties along Roosevelt Road, 261" Street, Arch Street, and Martin Luther King Drive. • Trim overgrown trees for better visibility and safety either through Entergy or private means. • Work with city to remove abandoned cars. • Improve maintenance on rental housing A well maintained street. • Update list of vacant and condem- nable houses. • Encourage landlords to require tenants to maintain yards and alleys. • Contact owners of vacant unkept lots and inform them of the status. Work with them to increase maintenance. Neigh- borhood groups to maintain lots aban- doned by owners at a last resort. • Get tough on zoning violations that impair housing and neighborhoods. More Stringent code enforcement action (Zero Tolerance Policy). Strictly enforce build- ing codes, especially for rental property. Monitor the maintenance of the Coliseum, especially the trash and litter after events. Provide Incentives to keep alleys clean. SOUTH END AREA IMPROVEMENT PLAN - 20 0 0 Objective: Beautify the neighborhood through community and individual efforts.
