A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ENTER INTO CONTRACT NEGOTIATIONS WITH RESOURCE -
LINK, A DIVISION OF COUNSELING ASSOCIATES, INC., TO
PROVIDE PATIENT OUTCOME AND QUALITY ASSESSMENT
EVALUATION SERVICES.

WHEREAS, the City of Little Rock has been committed to prevention, intervention and treatment
programs to enhance public safety, community- building, and youth development; and,
WHEREAS, the City of Little Rock released a Request for Qualification to obtain a consultant to
provide quality assessment and evaluation of certain prevention, intervention and treatment programs;
and,
WHEREAS, a five- member selection committee identified and recommended the most qualified
applicant for the Patient Outcomes and Quality Assessment Evaluation Services Contract.
NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The City Manager is authorized to enter into contract negotiations with the
Resource -Link, a division of Counseling Associates, Inc. to provide patient outcomes and quality
assessment evaluation services for the PIT funded adolescent outpatient treatment program and the
women's evening outpatient treatment program.
SECTION 2. The contract's terms shall be for one year, from July 1, 1999 to June 30, 2000.
SECTION 3. Funding for this contract shall not exceed $67,500 and shall come from prevention,
intervention and treatment funds.
