10518I 148 2 RESOLUTION NO. 10,518 3 4 A RESOLUTION TO AMEND THE BOUNDARIES OF THE 5 AREA FOR CERTAIN DEVELOPMENT MORATORIA 6 FOR THE CLINTON PRESIDENTIAL LIBRARY PARK; TO 7 EXTEND THE MORATORIUM FOR A PERIOD OF SIX 8 MONTHS WHILE WORK IS COMPLETED ON THE 9 STANDARDS FOR THE CLINTON PRESIDENTIAL 10 LIBRARY DISTRICT; AND FOR OTHER PURPOSES. u 12 WHEREAS, the City previously established moratoria for rezoning applications, 13 building permits, and demolitions in the area that is anticipated to be the Clinton Presidential 14 Library District; and is WHEREAS, that work is not yet completed but the moratorium set forth in Little Rock, 16 Ark., Resolution No. 10,374 (October 6, 1998), has expired; and 17 WHEREAS, now that more work has been done on the district and on the acquisition 18 of property for the William Jefferson Clinton Presidential Park, it is appropriate to modify the 19 proposed boundaries for this District. 20 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF 21 THE CITY OF LITTLE ROCK, ARKANSAS: 22 SECTION 1. For a period of six month from March 31, 1999, to and including 23 September 30, 1999, no building permits or rezoning applications for the area designated as 24 the Clinton Presidential Park District shall be accepted, provided that any occupied and 25 operating structures presently within the District shall be permitted to receive building permits 26 necessary to comply with any public health or safety violations that must be addressed 27 immediately. 28 SECTION 2. The boundaries of the Clinton Presidential Park District are hereby 29 amended to be that area generally described as: I- I South of the Arkansas River, east of Interstate 30, north of East 2 4th Street and west of John Street, 3 as shown on Exhibit B to this Resolution with the site of the Library shown on Exhibit A. 4 SECTION 3. The City intends to have the actual site upon which the library will be S located ready for construction at such time as is desired by the entity which will build the 6 Presidential Library. 7 SECTION 4. SEVERABHUTY. In the event any title, subtitle, section, subsection, 8 subdivision, paragraph, subparagraph, item, sentence, clause, phrase, or word of this resolution 9 is declared to adjudged to be invalid or unconstitutional, such declaration or adjudication shall 10 not affect the remaining portions of this resolution which shall remain in full force and effect 11 as if the portion so declared or adjudged invalid or unconstitutional was not originally a part, 12 of this resolution. 13 SECTION 5. REPEALER.
