RESOLUTION No. 10.502
A RESOLUTION MAKING APPOINTMENTS AND
REAPPOINTMENTS TO THE BOARD OF
ADJUSTMENT, CITY BEAUTIFUL COMMISSION,
CIVIL SERVICE COMMISSION, CONSTRUCTION
BOARD OF ADJUSTMENT AND APPEALS,
EDUCATION COMMISSION, MACARTHUR
MILITARY HISTORY COMMISSION, AND THE
RACIAL & CULTURAL DIVERSITY COMMISSION.
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS:
SECTION 1. That the following named persons are hereby appointed or
reappointed as members of the respective Boards and Commissions:
(a) BOARD OF ADJUSTMENT
Mr. Norm Floyd (At- large), appointed to serve a three year term, replacing
Mr. Willie Lee Brooks, said term expiring February 4, 2002.
Mr. Fred Gray (At- large), appointed to serve a three year term, said term
expiring February 4, 2002. Mr. Steve Raper was previously representing
the Sign Industry. (Note: Ordinance No. 17,963 passed on March 16, 1999,
changed slot from Sign industry position to At -large position.)
(b) CITY BEAUTIFUL COMMISSION
Mr. Ralph Desmarais, appointed to fill the unexpired term of Ms. Pat Torvestad,
said term expiring October 19, 2001.
(c) CIVIL SERVICE COMMISSION
Ms. Barbara Harvel, reappointed to serve a six year term expiring April 1, 2005.
Ms. Patricia Hays, appointed to serve a six year term replacing Mr. Jerry Jones,
said term expiring April 1, 2005.
(d) CONSTRUCTION BOARD OF ADJUSTMENT AND APPEAL
Mr. Douglas F. Brown, (Registered Mechanical Engineer), appointed. (This
Board was created by Ordinance No. 17,779 on July 7, 1998, terms to be
established.)

(e) COMMISSION ON DOMESTIC VIOLENCE
Ms. Michelle Coleman, (Support Group), appointed to fill the unexpired term of
Ms. Jena McDonnell, said term expiring November 1, 2002.
Dr. Erma Ruth Wood, (Support Group) appointed to serve a five year term,
replacing Ms. Ruth Fissil, said term expiring November 1, 2004.
(f) EDUCATION COMMISSION
Ms. Sue Strickland, (LRSB Representative), reappointed to serve a three year
term expiring November 1, 2001.
Ms. Kathy Stegall, (DHS Representative), appointed to serve a three year term,
replacing Mr. Thomas Green, said tern expiring November 1, 2001.
(g) MACARTHUR MILITARY HISTORY MUSEUM COMMISSION
The following individuals are hereby reappointed to serve a two year term
expiring February 21, 2001:

Ms. Carolyn Palmer, (Ward 6), appointed to fill the unexpired term of Mr. Mike
Kumpuris, said term expiring March 3, 2000.
SECTION 2. This Resolution shall be in full force and effect from and after its
adoption.
