1046683 i RESOLUTION NO. 10,466 2 3 A RESOLUTION TO DIRECT THE CITY MANAGER 4 AND OTHER CITY OFFICIALS TO PURSUE ALL 5 POSSIBLE ALTERNATIVES TO ASSIST FAMILIES 6 WHO ARE VICTIMS OF THE JANUARY 21, 1999, v TORNADO; AND FOR OTHER PURPOSES. 8 9 WHEREAS, the tornado of January 21, 1999, has destroyed 111 homes in Ward 10 One of the City, and ii WHEREAS, the tornado of January 21, 1999, heavily damaged 239 homes and 12 moderately damaged another 350 homes also located in Ward One, and 13 WHEREAS, emergency financial assistance to families displaced by the tornado 14 only helps in emergency situations and does not provide for the long -term rebuilding 16 of homes, and 16 WHEREAS, assistance from the Small Business Administration does not, in all iv cases, assist low and moderate income families with new mortgage financing, 18 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF 19 DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: 20 Section 1. The Mayor and City Manager are hereby directed to schedule 21 meetings directly with the representatives of the federal government including 22 Congressman Vic Snyder and Senators Tim Hutchinson and Blanche Lincoln, and staff 23 in such agencies as the Department of Housing & Urban Development, in order to 24 pursue all possible housing assistance alternatives to assist residents of the City who 25 have lost their homes, or whose homes have suffered severe damage and who have 26 been unable to receive assurances of mortgage loan assistance. 27 Section 2. The City Manager is also directed to prepare a study for submission 28 to the Board of Directors by not later than April 1, 1999, which details the alternative -I- (Rec. 2- 26 -99.) i ways of financing the demolition costs of homes destroyed by the January 21, 1999, 2 tornado. This study should include: 3 (A) The number of homes destroyed; 84 a (B) The cost of demolishing or removing the debris from A destroyed homes; 6 (C) The location of the destroyed homes; 7 (D) The financial ability of tornado victim families to pay 8 the full cost of home demolition and removal; 9 (E) Sources and uses of financing available to clear the 10 debris of destroyed homes. 17 In preparing this study, the City Manager is directed to consider all possible 12 alternatives, including public and private sector partnerships, to restore damaged 13 homesites to a condition which enhances neighborhood safety.
