3 A RESOLUTION TO DIRECT THE CITY'S STAFF AND
4 ANY LOBBYIST ENGAGED ON THE CITY'S BEHALF TO
5 PURSUE ANY AND ALL LEGISLATIVE MEANS TO
6 ELIMINATE THE AD VALOREM TAX ON MOTOR COACH
7 BUSES CARRYING TOUR GROUPS WHICH TRAVEL IN
8 THE STATE OF ARKANSAS AND PRESCRIBING OTHER
9 MATTERS PERTAINING THERETO. V

I I WHEREAS, the City's Advertising and Promotion Commission, is actively engaged in
12 advertising and promoting the City of Little Rock, Arkansas throughout the United States as a tourist
13 destination; and
14 WHEREAS, the Arkansas Constitution has been interpreted to require that ad valorem
15 personal property taxes be levied on Motor Coach buses carrying tour groups traveling into or
16 through the State of Arkansas; and
17 WHEREAS, many Motor Coach bus owners and operators conducting group tours have
18 recently indicated that they will no longer bring bus tour groups to the State of Arkansas as a
19 consequence of the aforesaid ad valorem tax; and
20 WHEREAS, the loss of Motor Coach bus group tours to the State of Arkansas and
21 particularly to the City of Little Rock, Arkansas has a significant economic impact.
22 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
23 THE CITY OF LITTLE ROCK, ARKANSAS:
24 SECTION 1. The Board of Directors does hereby direct its staff and lobbyist engaged by the
25 City to pursue any and all legislative means to eliminate the ad valorem tax on Motor Coach buses
26 owned and operated to bring tour groups in the State of Arkansas in order to encourage the return
27 of Motor Coach touring within the State of Arkansas and the City of Little Rock, Arkansas in
28 particular.
29 SECTION 2. This resolution will be and is in full force and effect from and after its
30 adoption.
