3 A RESOLUTION SUPPORTING AN APPLICATION TO
4 THE DEPARTMENT OF LABOR, WHICH CREATES A
5 SUPPORTIVE SERVICES NETWORK FOR WELFARE
6 RECIPIENTS THAT ENABLES THEM TO FIND AND
7
8 MAINTAIN EMPLOYMENT.

10 WHEREAS, the Personal Responsibility and Work Opportunity Reconciliation Act
11 of 1996 reformed the nation's welfare system and created a new public assistance program
12
13 called Temporary Assistance for Needy Families (TANF) that established time limits for
14 receipt of welfare benefits and work requirements; and
15 WHEREAS, the Balanced Budget Act of 1997 appropriated three billion dollars to
16
the United States Department of Labor to provide Welfare -to -Work grants to create
17
18 additional job opportunities and supportive services for those hardest to employ; and
19 WHEREAS, this application has been developed as a joint project with the
20 University of Arkansas System (UALR, UAMS, Cooperative Extension), the Pulaski County
21
One -Stop Career Center, Employment Security, United Way, Pulaski Enterprise Community,
22
23 the City of Little Rock, the Pulaski County TEA Coalition, the Pulaski County Department
24 of Human Services, the Pulaski County Employment Security Division, the Central
25 Arkansas Transit Authority, Pulaski County Technical College, the Department of
26
27 Community Punishment, Little Rock Criminal Court, the Little Rock and North Little Rock
28 Housing Authorities, the Chamber of Commerce,. Early Childhood Commission and, most
29 importantly, our community based non- profits with private business and industry; and
30 WHEREAS, the City of Little Rock, as a community, envisions the development of
31
32 a coordinated supportive services system (at 7th and Louisiana) as the best and most
33 economical way to eliminate many of the barriers TANF recipients face in their journey to
34 self - sufficiency and sustainable employment.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The City of Little Rock supports the development and an application
to the Department of Labor for a Career Development Center and comprehensive supportive
services facility for Pulaski County TANF recipients to assist them in their move to self -
sufficiency under the "Work First' concept.
SECTION 2. The City of Little Rock, through our Housing and Neighborhood
Programs Department will help obtain chenr -free (no drugs or alcohol) housing units for
those clients who obtain employment in the Little Rock Area.
