101251 • RESOLUTION NO. 10, 120 2 A RESOLUTION TO DECLARE A 3 MORATORIUM FOR A PERIOD OF SIX 4 MONTHS TO STOP THE ISSUANCE OF 5 BUILDING PERMITS OR ACCEPTANCE OF 6 REZONING APPLICATIONS FOR THE AREA OF n� M 7 CLINTON PRESIDENTIAL LIBRARY; AND FOR 8 OTHER PURPOSES. 9 WHEREAS, the City has been selected as the site for the Clinton 10 Presidential Library, and 11 WHEREAS, the City shall begin acquiring property for a park that will 12 adjoin this site so that there will be a park like campus that houses the library 13 and other structures within this unique area, and d,1,14 WHEREAS, the process of condemnation of these properties should 15 begin within the next three to six months, and o 16 WHEREAS, it is the intention of the Board of Directors to create a 4417 Clinton Presidential Library District which shall be a special zoning district 18 with certain overlay features, and 19 WHEREAS, it would be inappropriate to consider rezoning applications, 20 building permits, or demolitions, within this period of time, 21 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF 22 DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: 23 Section 1. For a period of six months from November 7, 1997, to and 24 including May 6, 1998, no building permits or rezoning applications for the 25 area designated the Clinton Presidential Park District shall be accepted, 26 provided that for any occupied and operating structures presently within this 111 573 1 2 3 4 5 W 10 11 12 [a] 14 15 Irl 17 18 19 20 21 22 23 24 25 26 27 District shall be peripitted to receive building permioecesssary to comply with any public health or safety violations that must be addressed immediately. Section 2. The Clinton Presidential Park District shall be that area generally described as: South of the Arkansas River, east of Interstate 30, north of the mid -line between 6th Street and Capitol Avenue west of Pepper Street and north of Capitol Avenue east of Pepper Street, and west of Pepper Street south of Capitol Avenue and west of Bond Street north of Capitol Avenue as shown on Exhibit B to this Resolution with the site of the library shown on Exhibit A. Section 3. The City intends to have the actual site upon which the library will be located ready for construction at such time as is desired by the entity which will build the presidential library.
