10124• I PA • RESOLUTION NO. 10,124 3 A RESOLUTION TO ESTABLISH A 90 DAY 4 MORATORIUM ON NEW DEVELOPMENT 5 WITHIN THE RIVER MARKET DISTRICT IN 6 ORDER TO RECONSIDER THE APPROPRIATE 7 USES FOR A DISTRICT THAT ADJOINS THE 8 CLINTON PRESIDENTIAL PARK DISTRICT; AND 9 FOR OTHER PURPOSES. 10 11 WHEREAS, the City has announced today its intention to create a Clinton 12 Presidential Park District, and 13 WHEREAS, this District will be adjacent to the River Market District on 14 the other side of Interstate -30 and, will also be located along President Clinton 15 Avenue,and 16 WHEREAS, this area is currently zoned General Business or Public 17 Institution, but the desire for the district to have multiple uses makes its crucial 18 that these multiple uses be compatible with the adjoining library district, and 19 WHEREAS, there are already in place extensive design criteria for the 20 district established in order to preserve its unique character, and this additional 21 use consideration is appropriate, 22 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF 23 DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: 24 Section 1. The City declares a 90 -day moratorium on new development 25 within the River Market District, except for interior development in established ill 571 1 structures that otherwise meet the design criteria for the district, or new 572 2 developments for which building permits are in place, or have been applied for, 3 on the date of this resolution. 4 Section 2.
