10123M M M M M 1 • RESOLUTIONNO. 10,10 2 3 A RESOLUTION OF INTENT TO CREATE THE 4 CLINTON PRESIDENTIAL PARK ZONING 5 DISTRICT; REQUESTING THAT THE 6 PLANNING COMMISSION EXPEDITE 7 CONSIDERATION OF A PROPOSED PLAN FOR 8 SUCH A DISTRICT; AND FOR OTHER 9 PURPOSES. 10 WHEREAS, the City has been selected as the site for the Clinton 11 Presidential Library, and 12 WHEREAS, it is appropriate that such a proposal be located within a 13 special zoning district in order to assure compatible uses, unified development, 14 the elimination of nonconforming uses within a particular period of time, and 15 the implementation of certain overlay zoning issues necessary to preserve the 16 historic and cultural aspects.of such a district and to preserve the public health, 17 safety and welfare, and 18 WHEREAS, it is appropriate that the Little Rock Planning Commission, 19 working closely with City staff, prepare such a plan for final approval by the 20 Board of Directors, and to do so in an expedited fashion in order to facilitate 21 the prompt construction and completion of this project, and 22 WHEREAS, the Board of Directors has today declared a six month 23 moratorium on rezoning requests or building permits for the area to be 24 contained within this special zoning district, 25 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF 26 DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: 111 567 I Section 1. A Board of Directors declares 0 intent to create the 368 2 Clinton Presidential Library Zoning District illustrated on a map attached as 3 Exhibit A to this Resolution and more generally described as follows: 4 The area of the City of Little Rock south of the 5 Arkansas River, east of Interstate 30, north of the 6 mid -line between 6th Street and Capitol Avenue west 7 of Pepper Street and north of Capitol Avenue east of 8 Pepper Street, and west of Pepper Street south of 9 Capitol Avenue and west of Bond Street north of 10 Capitol Avenue. 11 Section 2. The Board of Directors requests that the Little Rock Planning 12 Commission, working with City staff, more particularly outline the boundaries 13 of this proposed zoning district, recommend any necessary amendments to the 14 City's land use plans, and approve a proposed ordinance that sets forth this 15 special planning district including, but not limited to, any necessary overlay 16 district features. 17 Section 3.
