10075RESOLUTION NO. 10.075 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN INTERLOCAL AGREEMENT BETWEEN THE CITY OF LITTLE ROCK, PULASKI COUNTY, LITTLE ROCK MUNICIPAL WATER WORKS, AND LITTLE ROCK WASTEWATER UTILITY FOR OPERATION OF THE PULASKI AREA GEOGRAPHIC INFORMATION SYSTEM ( PAGIS). WHEREAS, for several years the PAGIS organization has included participation by Water, Wastewater and Little Rock City Government with Pulaski County recently joining; and WHEREAS, a permanent location for this operation is needed; and WHEREAS, the public library system, under the director of Bobby Roberts, has volunteered to provide free rental space in the new downtown library building, a full time professional staff to assist with data processing and making PAGIS information data readily available to citizens through all branch libraries; and WHEREAS, the interlocal agreement sets forth the Library's commitment to provide approximately 2,000 square feet of space and the PAGIS members to reimburse the Library for the finish cost and other administrative costs for Library support services; and WHEREAS, the Library will provide all oversight, payroll, benefits and other support for the PAGIS organization; and WHEREAS, this agreement establishes the basic framework for the operation of the PAGIS system, locating the system at the downtown Library and providing the necessary support and citizen information opportunities. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: r M = = M SECTION 1. The City Manager is authorized to enter into an Interlocal Agreement between the City of Little Rock, Pulaski County, Little Rock Municipal Water Works, and Little Rock Wastewater Utility for operation of the Pulaski Area Geographic Information System ( PAGIS) . SECTION 2. All operating costs will be divided equally by the four jurisdictions (Pulaski County, Water Works, Wastewater and City of Little Rock). SECTION 3. CALS will provide space and in -kind services including full time staff to assist with data collection and support of the PAGIS operation. SECTION 4. The four jurisdictions will pay costs for the finish of the space which is estimated at $25,000 or less each with the space being made available to PAGIS rent free with the PAGIS organization paying a pro -rata share of utilities and maintenance. SECTION 5. A complete operating budget will be developed as part of the 1998 budget.
