100411 2 RESOLUTION NO. 1-0,041 378 3 4 A RESOLUTION AMENDING LITTLE ROCK RES. NO. 9,554 5 AUTHORIZING AN EXTENSION OF THE INTERLOCAL 6 AGREEMENT BETWEEN THE CITY OF LITTLE ROCK AND 7 PULASKI COUNTY FOR MEMS AMBULANCE SERVICE, TO 8 CLARIFY "AMBULANCE SERVICE", REPEALING RESOLUTION 9 NO. 9,995; AND FOR OTHER PURPOSES. 10 11 WHEREAS, the Little Rock Ambulance Authority ( "LRAA'), d/b /a Metropolitan 12 Emergency Medical Services ( "MEMS ") currently holds the exclusive franchise to provide all 13 ambulances services (emergency and non - emergency) to Pulaski County per interlocal agreement 14 between the Cities of Little Rock and Pulaski County; and 15 WHEREAS, the interlocal agreement provides that the LRAA shall provide all ambulance 16 services to the Citizens of Pulaski County; and 17 WHEREAS, Little Rock Res. 9,554 authorizes MEMS to continue the delivery of 18 emergency medical services to Pulaski County when, in fact, MEMS had been delivering and 19 continues to deliver all ambulance service to the citizens of Pulaski County since 1987; and 20 WHEREAS, the parties have signed a five year interlocal agreement. 21 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF 22 THE CITY OF LITTLE ROCK, ARKANSAS: 23 SECTION 1. Little Rock, Ark. Res. No. 9,554 (November 21, 1995) is hereby amended 24 as follows: 25 "SECTION 1. In order for the LRAA to continue the delivery of all ambulance services 26 pursuant to an exclusive franchise in Pulaski County, Arkansas, the Board'hereby authorizes the 27 execution of an Interlocal Agreement with Pulaski County, Arkansas, for five years, beginning on 28 the date the Interlocal Agreement is signed. Upon the expiration of the five year term, the Board 29 authorizes a month -to -month extension until a formal extension is approved by both cities. 30 SECTION 2. For purposes of this resolution, the tern "ambulance services" shall include 31 the transportation and care provided the critically ill or injured prior to arrival at a medical facility and 32 within a medical facility subject to the individual approval of the medical staff and governing board 33 of that facility, and further the transport to or from medical facilities including but not limited to 34 hospitals, nursing homes, physician's offices, and other health care facilities, of persons who are 35 infirm or injured and who are transported in a reclining position or who are ill but considered to be 36 non - emergency in status and who request ambulance transportation." 1 2 SECTION 2. - Resolution No. 9, 995 (May 20, 1997) is hereby repealed. 3,79 3 4 ADOPTED: August 5. 1997 5 ATTEST: 6 8 (2 0 1 . fL-dd C1— ROBBIE HANCOCK 9 CITY CLERK 10 1 I APP VED AS TO FORM: 12 13 THOMAS M.
