RESOLUTION NO. 9,952 A RESOLUTION APPROVING THE 1998 TRANSPORTATION IMPROVEMENT PROGRAM. 171 WHEREAS, the recommended 1998 TIP Submittal was prepared and prioritized by the Department of Public Works; and WH EREAS, five projects are included in this year's submission; and WHEREAS, the Intermodal Surface Transportation Efficiency Act (ISTEAS) Funding process requires a competitive analysis of all projects submitted within the identified urbanized boundaries; and WHEREAS, a total of approximately $6.9 million projects will be selected during this process; and WHEREAS, ifLittle Rock is successful in competing for 50% of the available funds, a total match of $690,000 will be required. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. CARPE ER CITY ATTORNEY M 1998 TRANSPORTATION IMPROVEMENT PROGRAM University Avenue West 12ie Street to West 19'" Street M M M This project consists of improvements which would approach completion of the corridor reconstruction of University Avenue from Park Plaza to Asher Avenue. The north and south ends of this corridor reconstruction are already in the design phases. This project would include widening from existing 4 or 5 lanes to a 6 lane cross section, traffic and signalization improvements, and signalization studies for the entire corridor. The approximate cost of the project is estimated to be $2,100,000. Bowman Road Hermitage to Kanis Road This project consists of improvements from the existing 2 lane no curb and gutter cross section to standard 5 lane cross section and sidewalk. Also included is the intersection of Kanis and Bowman Road, consisting of minor drainage structures, curb and gutter and signalization. Improvements will include adequate drainage structures to accommodate minor flooding of Bowman Road and related retaining walls. The approximate cost of the project is estimated to be $1,900,000. Downtown Congestion Mitigation This project will address congestion problems in downtown Little Rock as well as traffic re- routing due to expansion of the Statehouse Convention Center. The project will consist of widening Scott Street from Markham to Yd Street and replacing signalization control equipment in the downtown central business district as well as the central computer system. This equipment will allow for significantly improved progression throughout the entire downtown thereby reducing vehicle delay. The approximate cost of the project is estimated to be $2,500,000. 172 of City of Littl *ock a Department of City Hall -Room 108 501- 371 -4770 / Fax 501- 371 -6832 Parks and Recreation 500 West Markham Little Rock, Arkansas 72201 -1495 173 Pedestrian and Bikeway Link for River Parks Construction of Jimerson Creek Pedestrian and Bikeway Bridge will be complete in Spring 1997, and the City of Little Rock will continue building bikeways to the east and west of it simultaneously. In order to obtain vital segments of the link between Pinnacle Mountain and downtown Little Rock, it is proposed to focus on a study and ultimate acquisition of properties between Riverfront Drive and Riverfront Park. Due to proximity to rail, the potential exists to create multi -modal transfer with bikes and commutes. Cost Estimate: $150,000 0 Rebsamen Resource Center Continuing to strengthen the bikeway river corridor link between Pinnacle Mountain and downtown Little Rock, this proposal includes renovation and modification of an existing residence with parking to accommodate bike rental and storage. It is conceived that one can ride his /her bike to this facility, store it and ride the bus into downtown for work. Alternatively, one can rent a bike to access destinations towards Pinnacle Mountain. Cost Estimate: $230,000
