M M M 592 WHEREAS, the Arkansas public school funding formula was struck down as unconstitutional by Chancellor Annabelle Imber in 1994; and WHEREAS, the Eightieth Arkansas General Assembly determined that the Arkansas Constitution needed to be amended in order to effectively address the equity issue between the property rich and poor school districts; and WHEREAS, the Eightieth Arkansas General Assembly passed Senate Joint Resolution (SJR) 10 to refer to the voters of Arkansas at the November, 1996 General Election Proposed Amendment 1 to amend the Arkansas Constitution to set a minimum school millage and to permit the redistribution of school district property taxes statewide. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. The Board of Directors of the City of Little Rock, Arkansas, actively support and campaign for the approval of Proposed Amendment I during the November, 1996 General Election to set a minimum school millage rate and to permit the redistribution of school district property taxes statewide.
