WHEREAS, the City has before it a zoning request that,
under normal circumstances, would require the dedication of

right -of -way; and

WHEREAS, it is the City's intention to defer the dedication

of this right -of -way until such time as the expansion of

Stagecoach Road as shown on the plans of the Arkansas State

Highway Department actually occurs; and

WHEREAS, the City recognizes the historical significance of
20
this property alternately referred to as the Ten -Mile House, the
21
Stagecoach House, or the McHenry House, which was built in the
22
mid- 1830's and served as a stagecoach rest stop for persons
23
traveling the Southwest Trail to Texas; and
24
WHEREAS, this site also served as the headquarters for
25
Union forces occupying the City during the Civil War, and is
26
also the place where David O. Dodd, referred to as the "Martyr
27
of the Confederacy", was captured and held before being hanged
28
as a spy; and
29
WHEREAS, a redesign of the proposed expansion of Stagecoach
30
Road would mitigate damage to this historical site and, in the
31
process, defeat the City's need to actually require the
32
dedication of right -of -way; and

WHEREAS, it is the unique nature of this situation that
34
leads the City to make this request.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The Board of Directors of the City of Little
Rock, Arkansas, states its position that when the Arkansas State
Highway Department proceeds with its plans to expand Stagecoach
Road such expansion should be designed to avoid that taking of
right -of -way from the commonly referred to as the Ten -Mile
House.
SECTION 2. The Mayor and City Clerk are requested to send a
copy of this Resolution, and any appropriate correspondence, to
the Governor of the State of Arkansas and to the members of the
Arkansas State Highway Commission.
