1 A RESOLUTION SETTING THE DATE FOR PUBLIC HEARING ON THE ISSUANCE OF
2 NOT TO EXCEED $6,000,000 CITY OF LITTLE ROCK, ARKANSAS INDUSTRIAL
3 DEVELOPMENT REVENUE BONDS (LEXICON, INC. PROJECT) SERIES 1996 FOR THE

5 PURPOSE OF FINANCINGTHE ACQUISITION, CONSTRUCTION, AND EQUIPPING OF
6 AN INDUSTRIAL PROJECT TO BE LOCATED IN THE CITY OF LITTLE ROCK,
7 ARKANSAS; TO RATIFY THE PUBLICATION OF A NOTICE OF HEARING; AND FOR
8 OTHER PURPOSES.

10 WHEREAS, Lexicon, Inc., a corporation, has requested that the City of Little Rock, Arkansas consider
11 the authorization of not to exceed $6,000,000 City of Little Rock, Arkansas Industrial Development Revenue
12 Bonds to provide financing for an industrial project for the Company and for other matters related thereto;
13 and
14
15 WHEREAS, before the City may authorize the issuance of the bonds, the provisions of federal and
16 state law require that the City conduct a public hearing at which all interested persons may appear and inquire
17 further concerning the project.
18 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF

LITTLE ROCK, ARKANSAS:

21 SECTION 1: A public hearing is hereby set for June 4, 1996, at 6:00 p.m. in the Board of Directors'
22 Room, Second Floor, City Hall, 500 West Markham Street, Little Rock, Arkansas 72201 on the question of
23 issuance of not to exceed $6,000,000 of its Industrial Development Revenue Bonds (Lexicon, Inc. Project)
24 Series 1996 for the purpose of financing the acquisition, construction and equipping of an industrial project
25 to be located in the city of Little Rock, Arkansas.

27 SECTION 2. That publication of a Notice of Public Hearing substantially in the form attached hereto
28 as Exhibit "A" is hereby ratified and confirmed.

NOTICE OF PUSLXC HEARING
Notice is hereby given that a public hearing will be held by
the Board of Directors of the City of Little Rock, Arkansas (the
"City ") at City Hall, 500 West Markham, in Little Rock, Arkansas at
6:00 p.m. on June 4, 1996, on the question of the adoption of an
ordinance authorizing the issuance of not to exceed $6,000,00o in
Industrial Development Revenue Bonds (the "Bonds ") under the
authority of Act 9 of the First Extraordinary Session of the sixty-
Second General Assembly of the State of Arkansas, approved
January 21, 1960, and Arkansas Code Annotated Title 14,
Chapter 164, Subchapter 2 (collectively the "Act "), to finance the
costs of constructing and equipping an Industrial facility for the
manufacture of fabricated steel products for Lexicon, Inc., an
Arkansas Corporation, to be located in the Little Rock Port
Authority at 8900 Fourche Dam Pike (the "Project "), The Project
will be owned by the City and leased to Lexicon, Inc. for lease
rental sufficient to provide for the payment of principal of,
premium, if any, and interest on the Sonde. Any person interested
may appear before the Board of Directors of the City of Little
Rock, Arkansas on the 4th day or June, 1996, at 6:00 p.m., at City
Hall in Little Rock, Arkansas, and be heard for or against the
issuance of the Bonds. At such hearing all objections and
suggestions will be heard and considered and the City will take
such action as is deemed proper.
